Gross ministry-wise allocation (Annual Financial Statement, Statements 6 to 8, Consolidated Fund), excluding the finance line of Tk 908,023 crore. That line is dominated by gross public debt carried by the Finance Division (interest plus principal rollover of treasury bills and bonds), a financing flow rather than a comparable spending sector. The remaining ministries are shown as published: these are gross operating-plus-development demands, not netted of transfers, sothey do not sum to the Tk 938,000 crore net outlay.
