The fiscal frame
The published deficit is net of foreign grants, so it is smaller than expenditure minus domestic revenue. Financed through domestic borrowing and external sources.
Allocation
Gross ministry-wise allocation (Annual Financial Statement, Statements 6 to 8, Consolidated Fund), excluding the finance line of Tk 908,023 crore. That line is dominated by gross public debt carried by the Finance Division (interest plus principal rollover of treasury bills and bonds), a financing flow rather than a comparable spending sector. The remaining ministries are shown as published: these are gross operating-plus-development demands, not netted of transfers, so they do not sum to the Tk 938,000 crore net outlay. Methodology
Figures are extracted from the Ministry of Finance budget documents (Budget in Brief, Annual Financial Statement, and the budget speech) and held in a versioned data lake. No figure is estimated: where a number is not in the source, it is shown as unavailable rather than inferred.
