Adaptation budgets are usually allocated one hazard at a time. This atlas asks the harder question: which districts sit in the national worst quartile for several hazards at once. A district facing flood, heat, sea-level and air pollution together needs integrated planning, not four separate programmes.

Multi-hazard districts
A layer counts when the district sits in the national top quartile (within-country exposure rank at or above 75) for that hazard. No weighting: a simple count of overlapping high-exposure layers. Districts are listed worst-first.
Four exposure layers, each ranked across the 64 districts: flood (GloFAS v2.1 100-year floodplain population), coast (FABDEM 30 m, population below 5 m elevation), heat (MODIS warm-season daytime land-surface temperature, population-weighted) and air (ACAG satellite PM2.5, population-weighted). A district scores a hazard when its within-country percentile rank is at or above 75, the national top quartile; the count is the number of overlapping high-exposure layers.
