Adaptation · Where to spend first
Hazard exposure alone does not tell you where adaptation money should go first: a wealthy district can absorb a shock a poor one cannot. This index pairs each district's multi-hazard exposure with its relative poverty, so the top of the list is where high exposure meets the least capacity to cope.
