Inter-ministerial price-setting and subsidy calibration for fuel and fertilizer in Bangladesh. In practice this function is split across two overlapping bodies: (1) a six-member inter-ministerial committee formed in July 2025 to review gas supply, production capacity, and subsidy requirements for urea fertilizer factories, comprising representatives from the Energy and Mineral Resources Division, Finance Division, Ministry of Agriculture, Petrobangla, and BCIC; and (2) a six-member Cabinet Committee on Electricity and Energy Price Adjustment formed by Cabinet Division notification on 9 April 2026, chaired by the Finance Minister, with a mandate to review energy tariffs and prepare Cabinet proposals on wholesale and retail fuel price adjustments. Fertilizer retail prices are set by the Ministry of Agriculture via gazette notification following inter-ministerial deliberation; gas prices for fertilizer factories are set by BERC after public hearings. Petroleum fuel retail prices (diesel, petrol, octane, kerosene) are announced monthly by the Ministry of Power, Energy and Mineral Resources under the automatic pricing formula (gazette of 29 February 2024), with major procurement approved by the Cabinet Committee on Government Purchase (CCGP) chaired by the Finance Minister.
