Both years come from the same VIIRS sensor, which removes the DMSP break but does not by itself make a radiance series comparable: these are means of monthly VCMSLCFG composites, which carry no annual outlier removal or inter-year recalibration, so treat small differences as noise. Growth from a low base overstates change: Patuakhali's 417% starts from near-darkness, while Dhaka was already bright in 2014.
