5 [৭। ( ১ ) দেশিয় পণ্য ও সেবা রপ্তানি বৃদ্ধিকল্পে দেশিয় শিল্পের স্বার্থ সংরক্ষণ ও বিকাশে শিল্পপণ্য উৎপাদন ও বিপণনে দক্ষতাবৃদ্ধি , প্রতিযোগিতামূলক পরিবেশ সৃষ্টি এবং আমদানি ও রপ্তানির ক্ষেত্রে তুলনামূলক সুবিধা (comparative advantage) নিরূপণকল্পে নিম্নবর্ণিত বিষয়ে কমিশন সরকারকে পরামর্শ প্রদান করিবে , যথা : - (ক) শুল্কনীতি পর্যালোচনাক্রমে শুল্কহার যৌক্তিকীকরণ; (খ) আন্তর্জাতিক , আঞ্চলিক ও বহু - পাক্ষিক বাণিজ্য চুক্তি; (গ) এন্টি ডাম্পিং , কাউন্টারভেইলিং ও সেইফগার্ড সংক্রান্ত আইন ও বিধি অনুযায়ী দেশিয় শিল্পের স্বার্থ সংরক্ষণ; (ঘ) ট্রানজিট ও ট্রান্সশিপমেন্ট ট্রেড , জিএসপি (Generalized System of Preference), রুলস অব অরিজিন (Rules of Origin) ও অন্যান্য অগ্রাধিকারমূলক বাণিজ্য; (ঙ) শিল্প , বাণিজ্য , বিনিয়োগ ও শুল্কনীতি প্রণয়ন; (চ) বৈদেশিক বাণিজ্য বিষয়ে উদ্ভূত যে কোনো সমস্যা সমাধানে কার্যকর ব্যবস্থা গ্রহণ; (ছ) Protective Duties Act, 1950 (Act No. LXI of 1950) এর আলোকে সুনির্দিষ্ট মেয়াদে সংরক্ষণমূলক আমদানি শুল্ক (Protective Duties of Customs) আরোপ; (জ) শিল্প সম্পদের সুষ্ঠু ব্যবহার নিশ্চিতকরণপূর্বক দেশিয় পণ্য ও সেবার রপ্তানি বৃদ্ধি; (ঝ) আমদানি ও রপ্তানিযোগ্য পণ্য বা সেবাসমূহের হারমোনাইজড সিস্টেম কোড; (ঞ) বৈদেশিক বাণিজ্য পরিবীক্ষণ; এবং (ট) আন্তর্জাতিক ও আঞ্চলিক বাণিজ্য ব্যবস্থায় প্রত্যক্ষ বা পরোক্ষভাবে প্রভাব বিস্তারকারী নীতিমালা ও রীতিনীতি। (২) উপ - ধারা ( ১ ) এ উল্লিখিত বিষয়ে সরকারকে পরামর্শ প্রদান ছাড়াও কমিশন নিম্নোক্ত কার্যাবলি সম্পাদন করিবে , যথা : - (ক) এন্টি - সারকামভেনশন সংক্রান্ত তদন্ত কার্যক্রম পরিচালনা; (খ) বাংলাদেশ হইতে রপ্তানিকৃত পণ্য ও বাণিজ্যের উপর অন্য দেশ কর্তৃক গৃহীত বাণিজ্য প্রতিবিধান সংক্রান্ত পদক্ষেপ ( এন্টি ডাম্পিং , কাউন্টারভেইলিং , সেইফগার্ড মেজার্স ও এন্টি সারকামভেনশন ) এর পরিপ্রেক্ষিতে কার্যকর ব্যবস্থা গ্রহণের নিমিত্ত দেশিয় রপ্তানিকারকগণকে সহায়তা প্রদান; (গ) নিত্য প্রয়োজনীয় দ্রব্যাদির আন্তর্জাতিক ও অভ্যন্তরীণ বাজারদর নিরীক্ষণ ও পর্যালোচনা; (ঘ) বিশ্ব - বাণিজ্য সংস্থার আওতায় বিভিন্ন বাণিজ্য চুক্তি সম্পর্কিত বিরোধ নিষ্পত্তিতে সরকারকে সহায়তা প্রদান; (ঙ) বৈদেশিক বাণিজ্য সম্পর্কে তথ্যাদি সংগ্রহ , ডাটাবেজ সংরক্ষণ , পর্যালোচনা ও বিশ্লেষণ এবং জনস্বার্থে উক্ত তথ্যসমূহ সরকার ও স্বার্থসংশ্লিষ্ট ব্যক্তি বা প্রতিষ্ঠানকে সরবরাহ; (চ) অন্যান্য দেশের সহিত বাংলাদেশের অগ্রাধিকারমূলক বা মুক্ত বাণিজ্য চুক্তি সম্পাদনের সম্ভাব্যতা যাচাই এবং এতদসংক্রান্ত চুক্তির ফলে বৈদেশিক বাণিজ্যের উপর সম্ভাব্য প্রভাব মূল্যায়ন; (ছ) সম্ভাব্য ক্ষতিগ্রস্ত শিল্প , ভোক্তা ও জনসাধারণের স্বার্থ বিবেচনার উদ্দশ্যে গণ শুনানির মাধ্যমে প্রয়োজনীয় পদক্ষেপসমূহ চিহ্নিতকরণ; (জ) দেশিয় শিল্প ও বাণিজ্য সংশ্লিষ্ট বিষয়ে অংশীজনদের দক্ষতা ও সচেতনতা বৃদ্ধির লক্ষ্যে প্রয়োজনীয় কার্যক্রম গ্রহণ; এবং (ঝ) দেশিয় শিল্প ও বাণিজ্যের স্বার্থ সংক্রান্ত বিষয়ে গবেষণা বা সমীক্ষা পরিচালনা। (৩) এই ধারার অধীন পেশকৃত সুপারিশ বাস্তবায়নের ফলে সম্ভাব্য ক্ষতিগ্রস্ত শিল্প , ভোক্তা ও জনসাধারণের স্বার্থ বিবেচনা করিয়া কমিশন ক্ষতি লাঘবের জন্য , উহার মতে প্রয়োজনীয় সুপারিশ সরকারের নিকট পেশ করিবে; (৪) এই ধারার অধীন কমিশন কর্তৃক পেশকৃত সুপারিশকে সরকার স্বীকৃতি দিবে এবং যথাযথভাবে বিবেচনা করিবে।]
