Officer cards print no joining date, and post_tenures holds committee memberships, not heads.
Officials per sanctioned post: Listed officer cards and MoPA posts cover different people (a site lists the officers it chooses), so their ratio would not measure staffing; both are served side by side instead.

Ministry of Public Administration (MoPA). dataset posts_sanctioned_filledValues as printed. The PDF contradicts itself in 89 rows of these tables (sanctioned minus existing is not the printed vacancy, or the printed totals do not add); those rows keep the printed values and carry identity_ok false. The rate is printed vacant over printed sanctioned. Category 4 (divisional and district offices) is not in the pinned table, so the three categories here are not the national total of public servants. Read by two independent readers (20,820 of 20,820 values agree).
Officer cards listed on each body's own website (stored pages). each body's own site, stored by the BPL crawler; lane HOLDERS. dataset official_holdersCards counted only where the body resolves by exact website host or a reviewed alias. A body's page lists the officers it chooses to list, so a count is what the site shows on the date observed, not its workforce; observed_on is the stored page's file date.

Most rows resolve to no body, and the archived issues cover some years far more than others, so a count is the notices held, not a rate of turnover. One reader with a code gate for most rows.
