Pick one list of health facilities or schools, a budget and a cost per new facility. The rule gives each new facility to the district with the most residents per listed facility, then recomputes. Persons per listed facility is a descriptive ratio, not need: a list counts places, not beds, staff, quality or use. Nothing here has been checked against an outcome.
There is no default budget, cost or list: the twin holds no sourced cost for a health facility or a school, so you enter your own. Facilities fundable = budget / cost per facility, in whole facilities. Lists are never added together; switch the list to compare.
