৯। (১) কাউন্সিলের উদ্দেশ্য হইবে জাতীয় প্রয়োজনের প্রতি লক্ষ্য রাখিয়া ইনস্টিটিউট এবং সহযোগী সংগঠনসমূহের মাধ্যমে কৃষি বিষয়ক গবেষণা, পরিকল্পনা পরিচালনা, সমন্বয়, পরিবীক্ষণ (Monitoring) এবং মূল্যায়ন করা। (২) উপ-ধারা (১) এ বর্ণিত উদ্দেশ্য অর্জনের লক্ষ্যে কাউন্সিল নিম্নবর্ণিত কার্যাবলী সম্পাদন করিবে, যথা :— (ক) কৃষি সম্পর্কিত জাতীয় নীতিমালার ভিত্তিতে জাতীয় কৃষি গবেষণা সিস্টেমভুক্ত সকল গবেষণার বিষয়াবলী এবং উহাদের অগ্রাধিকার নির্ধারণ করা এবং কৃষি গবেষণার ক্ষেত্রে বিদেশী সহায়তার ব্যবহার সম্পর্কে সরকারকে পরামর্শ প্রদান করা; (খ) ইনস্টিটিউট কর্তৃক পরিচালিত গবেষণা কার্যক্রমের দিক-নির্দেশনামূলক গবেষণা পরিকল্পনা প্রণয়ন করা; (গ) কৃষি ক্ষেত্রে বিদ্যমান সমস্যা নিরসনের লক্ষ্যে কার্যকর ব্যবস্থা গ্রহণ করা; (ঘ) জাতীয় কৃষি গবেষণা সিস্টেমের অন্তর্ভুক্ত— (অ) সকল ইনস্টিটিউটের বার্ষিক গবেষণা কর্মসূচী (ARP), প্রকল্প পুনরীক্ষণ ও সুপারিশ এবং সকল বার্ষিক গবেষণা কর্মসূচী ও বাজেট পুনরীক্ষণ (review) ও তৎবাবদ research grant যা শুধুমাত্র গবেষণা উপ-খাতে এবং গবেষণা সহায়তা আকারে সরকার কর্তৃক মঞ্জুরীকৃত অর্থের ইনস্টিটিউটভিত্তিক বরাদ্দ হইবে। (আ) ‘‘খ’’ তফসিলভুক্ত প্রতিষ্ঠানসমূহের প্রশাসনিক কার্যাবলী ও তৎসংশ্লিষ্ট বাজেট বরাদ্দ ও নিয়ন্ত্রণ সংক্রান্ত কার্যক্রম সংশ্লিষ্ট প্রশাসনিক মন্ত্রণালয়/বিভাগ কর্তৃক সম্পাদিত হইবে। (ই) কৃষি খাতের সকল গবেষণার সমন্বয় ও তৎসংশ্লিষ্ট বাজেট বরাদ্দ ও নিয়ন্ত্রণ সংক্রান্ত কার্যক্রম বাংলাদেশ কৃষি গবেষণা কাউন্সিলের তত্ত্বাবধানে সম্পন্ন হইবেঃ তবে শর্ত থাকে যে, সরকার কৃষি গবেষণা সিস্টেমভুক্ত সকল গবেষণা প্রতিষ্ঠানের স্বাতন্ত্র্য, স্বকীয়তা এবং গবেষণার স্বাধীনতা অক্ষুন্ন রাখিয়া গবেষণায় দ্বৈততা পরিহার করার লক্ষ্যে research grant এর বরাদ্দ এবং পরিচালনা সংক্রান্ত একটি বিধি গেজেট প্রজ্ঞাপন দ্বারা জারি করিবে এবং উক্ত বিধির ভিত্তিতে research grant পরিচালিত হইবে। (ঙ) কাউন্সিল কর্তৃক, চুক্তির ভিত্তিতে বা অন্য কোনভাবে, কোন ইনস্টিটিউট বা সহযোগী সংগঠনকে প্রদত্ত সহায়তায় বাস্তবায়ন করা হইবে এইরূপ গবেষণা প্রস্তাব অনুমোদন করা এবং উক্তরূপ গবেষণা প্রস্তাব বাস্তবায়নের লক্ষ্যে প্রয়োজনীয় বাজেট বরাদ্দ এবং গবেষণা কার্যক্রম মূল্যায়ন ও পরীক্ষা করা; (চ) গবেষণার মান নিশ্চিত করার উদ্দেশ্যে— (অ) প্রতিটি ইনস্টিটিউটের গৃহীত কার্যক্রম এবং চলমান কার্যাবলীর অগ্রগতি পরিবীক্ষণ করা; (আ) প্রতিটি ইনস্টিটিউটের গৃহীত কার্যক্রম এবং সম্পাদিত কার্যাবলী একটি অভ্যন্তরীণ বিশেষজ্ঞ প্যানেল দ্বারা, সময় সময়, পুনরীক্ষণের ব্যবস্থা করা; (ই) পাঁচ বৎসর অন্তর অন্তর প্রতিটি ইনস্টিটিউটের গৃহীত কার্যক্রম ও সম্পাদিত কার্যাবলী উক্ত ইনস্টিটিউট-বহির্ভূত একটি বিশেষজ্ঞ প্যানেল দ্বারা পুনরীক্ষণ (review) এর ব্যবস্থা করা; (ছ) নূতন গবেষণা প্রতিষ্ঠান, গবেষণা কেন্দ্র, গবেষণা স্থল, গ্রন্থাগার, তথ্য কেন্দ্র, যাদুঘর, হারবেরিয়াম (herbarium), জার্ম প্লাজম (germ-plasm) , উদ্ভিদ প্রবর্তন কেন্দ্র (Plant introduction centre) প্রতিষ্ঠার বিষয়ে সরকারকে সুপারিশ করা; (জ) জাতীয় কৃষি গবেষণা সিস্টেমকে যুক্তিসংগত ও বাস্তবসম্মত রূপ দেয়ার উদ্দেশ্যে, সিস্টেমভুক্ত ইনস্টিটিউট এবং উহাদের অধীনস্থ গবেষণাস্থল বা গবেষণা কেন্দ্র, গবেষণাগার, গ্রন্থাগার, তথ্য কেন্দ্র, যাদুঘর, হারবেরিয়াম, জার্ম প্লাজম এবং উদ্ভিদ প্রবর্তন কেন্দ্র এবং অন্যান্য স্থাপনার সংখ্যা, অবস্থান ও কার্য পরিধি নির্ধারণ, পরিবর্তন বা পরিবর্ধন সম্পর্কে সরকারকে বা, ক্ষেত্রমত, সংশ্লিষ্ট ইনস্টিটিউটকে পরামর্শ প্রদান করা; (ঝ) কৃষি ক্ষেত্রে প্রযুক্তি হস্তান্তর প্রক্রিয়া পরিবীক্ষণ করা এবং ইনস্টিটিউট ও সহযোগী সংগঠনসমূহের ফলাফল ও প্রযুক্তি প্রচার এবং মাঠ পর্যায়ে প্রয়োগ ও ব্যবহারের ক্ষেত্রে উদ্ভূত সমস্যা দূরীকরণের জন্য সময়োপযোগী পদক্ষেপ গ্রহণ করা বা, ক্ষেত্রমত, সংশ্লিষ্ট কর্তৃপক্ষ বা, ক্ষেত্রমত, ইনস্টিটিউটকে পরামর্শ প্রদান করা; (ঞ) এই আইনের বিধানাবলী সাপেক্ষে ইহার কর্মকর্তা ও কর্মচারীর চাকুরীর শর্তাবলী নির্ধারণ করা; (ট) কাউন্সিল, ইনস্টিটিউট এবং, ক্ষেত্রমত, সহযোগী সংগঠনসমূহের কর্মকর্তা ও কর্মচারীর কৃষি গবেষণা ও প্রযুক্তি ক্ষেত্রে উচ্চতর শিক্ষা ও প্রশিক্ষণদানের জন্য প্রয়োজনীয় ব্যবস্থা গ্রহণ করা; (ঠ) সরকারি নীতির আওতায় জাতীয় ও আন্তর্জাতিক সম্মেলন, কর্মশালা ও সেমিনারে কাউন্সিল ও ইনস্টিটিউটের প্রতিনিধিত্বের প্রয়োজনীয়তা নির্ধারণ এবং তৎসংশ্লিষ্ট প্রয়োজনীয় ব্যবস্থা গ্রহণ করা; (ড) কৃষিক্ষেত্রে বাংলাদেশের জন্য কার্যকর এবং উপযোগিতাসম্পন্ন উদ্ভাবন ও সরঞ্জামাদির দ্রুত পরীক্ষা, অভিযোজন ও ব্যবহার নিশ্চিত করার উদ্দেশ্যে আন্তর্জাতিক কৃষি গবেষণা সংগঠনসমূহ ও অন্যান্য দেশের কৃষি গবেষণা সংগঠনসমূহের সহিত সংযোগ রক্ষা করা; (ঢ) ইনস্টিটিউট এবং, ক্ষেত্রমত, সহযোগী সংগঠনসমূহ কর্তৃক গৃহীত গবেষণা প্রকল্প ও কার্যক্রমের সম্পাদনোত্তর মূল্যায়ন করা এবং উহাদিগকে প্রয়োজনীয় পরামর্শ প্রদান করা; (ণ) যে কোন সংস্থা অথবা ব্যক্তির উদ্যোগে গবেষণা কর্মকাণ্ড পরিচালনার লক্ষ্যে, গভর্নিং বডির অনুমোনক্রমে endowment fund, trust fund ইত্যাদি প্রতিষ্ঠা করা; (ত) কাউন্সিল কর্তৃক প্রণীত প্রবিধানের ভিত্তিতে জাতীয় কৃষি গবেষণা সিস্টেমের অন্তর্ভুক্ত যথাযোগ্য প্রতিষ্ঠানের মাধ্যমে endowment fund, trust fund পরিচালনা করা এবং উদ্ভাবিত প্রযুক্তি, বাণিজ্যিক ভিত্তিতে সম্প্রসারণের উদ্দেশ্যে, উক্ত ফান্ডের মাধ্যমে লাভজনক কর্মসূচী গ্রহণ করা; (থ) গবেষণা-সম্প্রসারণ-কৃষক-মার্কেট সংযোগ জোরদার করার লক্ষ্যে সম্প্রসারণ সংস্থাসমূহের কর্মকাণ্ড সমন্বয়ে সহায়ক ভূমিকা পালন করা; (দ) কৃষি গবেষণাকে উৎসাহিত করার জন্য বিশেষ মেধার প্রয়োজন হয় এইরূপ নবপ্রবর্তনমূলক (innovative) বা গবেষণামূলক কর্মসম্পাদনের স্বীকৃতিস্বরূপ জাতীয় কৃষি গবেষণা সিস্টেমের যে কোন বিজ্ঞানীকে, সুনির্দিষ্ট নীতিমালার ভিত্তিতে, গভর্নিং বডির অনুমোদনক্রমে, সম্মানী হিসাবে নগদ অর্থ অথবা অন্য কোনরূপ পুরস্কার প্রদান করাঃ তবে শর্ত থাকে যে, এইরূপ পুরস্কার প্রদানের ক্ষেত্রে সরকার অনুমোদিত উদ্দীপনা স্কীম (incentive scheme) প্রণয়নের প্রয়োজন হইবে; (ধ) উপরিউক্ত কার্যাবলী এবং এই আইনের অধীন অন্যান্য বিধানের উদ্দেশ্য পূরণকল্পে প্রয়োজনীয় ও আনুষংগিক কার্যাবলী সম্পাদন করা।

(চ) গবেষণার মান নিশ্চিত করার উদ্দেশ্যে— (অ) প্রতিটি ইনস্টিটিউটের গৃহীত কার্যক্রম এবং চলমান কার্যাবলীর অগ্রগতি পরিবীক্ষণ করা; (আ) প্রতিটি ইনস্টিটিউটের গৃহীত কার্যক্রম এবং সম্পাদিত কার্যাবলী একটি অভ্যন্তরীণ বিশেষজ্ঞ প্যানেল দ্বারা, সময় সময়, পুনরীক্ষণের ব্যবস্থা করা; (ই) পাঁচ বৎসর অন্তর অন্তর প্রতিটি ইনস্টিটিউটের গৃহীত কার্যক্রম ও সম্পাদিত কার্যাবলী উক্ত ইনস্টিটিউট-বহির্ভূত একটি বিশেষজ্ঞ প্যানেল দ্বারা পুনরীক্ষণ (review) এর ব্যবস্থা করা; (ছ) নূতন গবেষণা প্রতিষ্ঠান, গবেষণা কেন্দ্র, গবেষণা স্থল, গ্রন্থাগার, তথ্য কেন্দ্র, যাদুঘর, হারবেরিয়াম (herbarium), জার্ম প্লাজম (germ-plasm) , উদ্ভিদ প্রবর্তন কেন্দ্র (Plant introduction centre) প্রতিষ্ঠার বিষয়ে সরকারকে সুপারিশ করা; (ঝ) কৃষি ক্ষেত্রে প্রযুক্তি হস্তান্তর প্রক্রিয়া পরিবীক্ষণ করা এবং ইনস্টিটিউট ও সহযোগী সংগঠনসমূহের ফলাফল ও প্রযুক্তি প্রচার এবং মাঠ পর্যায়ে প্রয়োগ ও ব্যবহারের ক্ষেত্রে উদ্ভূত সমস্যা দূরীকরণের জন্য সময়োপযোগী পদক্ষেপ গ্রহণ করা বা, ক্ষেত্রমত, সংশ্লিষ্ট কর্তৃপক্ষ বা, ক্ষেত্রমত, ইনস্টিটিউটকে পরামর্শ প্রদান করা; (ঞ) এই আইনের বিধানাবলী সাপেক্ষে ইহার কর্মকর্তা ও কর্মচারীর চাকুরীর শর্তাবলী নির্ধারণ করা; (ট) কাউন্সিল, ইনস্টিটিউট এবং, ক্ষেত্রমত, সহযোগী সংগঠনসমূহের কর্মকর্তা ও কর্মচারীর কৃষি গবেষণা ও প্রযুক্তি ক্ষেত্রে উচ্চতর শিক্ষা ও প্রশিক্ষণদানের জন্য প্রয়োজনীয় ব্যবস্থা গ্রহণ করা; (ঠ) সরকারি নীতির আওতায় জাতীয় ও আন্তর্জাতিক সম্মেলন, কর্মশালা ও সেমিনারে কাউন্সিল ও ইনস্টিটিউটের প্রতিনিধিত্বের প্রয়োজনীয়তা নির্ধারণ এবং তৎসংশ্লিষ্ট প্রয়োজনীয় ব্যবস্থা গ্রহণ করা; (ড) কৃষিক্ষেত্রে বাংলাদেশের জন্য কার্যকর এবং উপযোগিতাসম্পন্ন উদ্ভাবন ও সরঞ্জামাদির দ্রুত পরীক্ষা, অভিযোজন ও ব্যবহার নিশ্চিত করার উদ্দেশ্যে আন্তর্জাতিক কৃষি গবেষণা সংগঠনসমূহ ও অন্যান্য দেশের কৃষি গবেষণা সংগঠনসমূহের সহিত সংযোগ রক্ষা করা; (ঢ) ইনস্টিটিউট এবং, ক্ষেত্রমত, সহযোগী সংগঠনসমূহ কর্তৃক গৃহীত গবেষণা প্রকল্প ও কার্যক্রমের সম্পাদনোত্তর মূল্যায়ন করা এবং উহাদিগকে প্রয়োজনীয় পরামর্শ প্রদান করা; (ণ) যে কোন সংস্থা অথবা ব্যক্তির উদ্যোগে গবেষণা কর্মকাণ্ড পরিচালনার লক্ষ্যে, গভর্নিং বডির অনুমোনক্রমে endowment fund, trust fund ইত্যাদি প্রতিষ্ঠা করা;
