৪। এই আইন এবং কমিশন আদেশের বিধান সাপেক্ষে, বিশ্ববিদ্যালয়ের নিম্নবর্ণিত ক্ষমতা থাকিবে, যথা :- (ক) বিজ্ঞান ও প্রযুক্তি এবং অন্যান্য বিষয়ে স্নাতক ও স্নাতকোত্তর পর্যায়ে এবং বিশ্ববিদ্যালয় কর্তৃক বাছাইকৃত আধুনিক বিজ্ঞান ও প্রযুক্তির ক্ষেত্রে গবেষণা, জ্ঞানের উৎকর্ষ সাধন ও জ্ঞান বিতরণের ব্যবস্থা করা; (খ) কর্মদক্ষ জনসম্পদ সৃষ্টির জন্য, আধুনিক প্রযুক্তি, পেশা, বৃত্তি ও অর্থনৈতিক চাহিদার ভিত্তিতে উচ্চশিক্ষার নির্ধারিত মানদণ্ড অনুযায়ী স্নাতক ও স্নাতকোত্তর পর্যায়ের পাশাপাশি আধুনিক পাঠদান পদ্ধতি অনুসরণ করিয়া অনলাইন, দূরশিক্ষণ, ক্যাম্পাস ভিত্তিক শিক্ষাদানের সমন্বয়ে শিল্প, বাণিজ্য, সমাজ ও অর্থনীতি সংশ্লিষ্ট সীমিত বা দীর্ঘমেয়াদি কোর্স প্রণয়ন ও পরিচালনা করা; (গ) বিভাগ এবং ইনস্টিটিউটে শিক্ষাদানের জন্য পাঠক্রম নির্ধারণ করা; (ঘ) বিভাগ, অনুষদ ও ইনস্টিটিউটের মধ্যে সমন্বয় সাধন করা; (ঙ) বিশ্ববিদ্যালয়ের নির্ধারিত পাঠক্রমে অধ্যয়ন সম্পূর্ণ করিয়াছেন এবং সংবিধির শর্তানুযায়ী গবেষণা কাজ সম্পূর্ণ করিয়াছেন এমন ব্যক্তিগণের পরীক্ষা গ্রহণ করা এবং ডিগ্রি ও অন্যান্য অ্যাকাডেমিক সম্মান প্রদান করা; (চ) সংবিধিতে বিধৃত পদ্ধতিতে সম্মানসূচক ডিগ্রি বা অন্য কোনো সম্মান প্রদান করা; (ছ) অনুষদ বা ইনস্টিটিউটের শিক্ষার্থী নহেন এমন ব্যক্তিগণকে বিশ্ববিদ্যালয় কর্তৃক নির্ধারিত ডিগ্রি, ডিপ্লোমা ও সার্টিফিকেট প্রদানের উদ্দেশ্যে বক্তৃতামালা ও শিক্ষার ব্যবস্থা করা এবং সংবিধির শর্তানুযায়ী ডিপ্লোমা বা সার্টিফিকেট প্রদান করা; (জ) বিশ্ববিদ্যালয়ের প্রয়োজনে তৎকর্তৃক নির্ধারিত পন্থায় দেশে-বিদেশে বিভিন্ন বিশ্ববিদ্যালয় ও সংশ্লিষ্ট কর্তৃপক্ষের সহিত শিক্ষা ও গবেষণার ক্ষেত্রে সহযোগিতা ও যৌথ কর্মসূচি গ্রহণ করা; (ঝ) আচার্যের অনুমোদনক্রমে এবং সরকার ও কমিশন কর্তৃক নির্ধারিত শর্তে, বিশ্ববিদ্যালয়ের প্রয়োজনে প্রভাষক, সহকারী অধ্যাপক, সহযোগী অধ্যাপক, অধ্যাপক, সংখ্যাতিরিক্ত অধ্যাপক ও এমিরেটাস অধ্যাপকের পদসহ শিক্ষক, গবেষক, কর্মচারীর যে কোনো পদ সৃষ্টি করা এবং সেই সকল পদে নিয়োগ প্রদান করা; (ঞ) বিশ্ববিদ্যালয়ের শিক্ষার্থীদের বসবাসের জন্য হল স্থাপন করা এবং উহার রক্ষণাবেক্ষণের ব্যবস্থা করা; (ট) মেধার স্বীকৃতি প্রদানের উদ্দেশ্যে এই আইন, সংবিধি, বিশ্ববিদ্যালয় বিধি ও প্রবিধান অনুযায়ী ফেলোশিপ, স্কলারশিপ, পুরস্কার ও পদক প্রবর্তন এবং বিতরণ করা; (ঠ) আচার্য এবং কমিশনের পূর্বানুমোদনক্রমে শিক্ষণ, প্রশিক্ষণ ও গবেষণার উন্নয়নের লক্ষ্যে অ্যাকাডেমিক মিউজিয়াম, পরীক্ষাগার, অনুষদ, বিভাগ, ইনস্টিটিউট এবং বিজনেস ইনকিউবেটর স্থাপন, প্রতিষ্ঠা বা, ক্ষেত্রমত, রক্ষণাবেক্ষণ, সম্প্রসারণ, একত্রীকরণ ও বিলোপ সাধন করা; (ড) বিশ্ববিদ্যালয়ের শিক্ষক, কর্মচারী ও শিক্ষার্থীদের নৈতিক ও অ্যাকাডেমিক শৃঙ্খলা তত্ত্বাবধান ও নিয়ন্ত্রণ করা, পাঠক্রম সহায়ক কার্যক্রমের উন্নতি এবং তাহাদের স্বাস্থ্যের উৎকর্ষ সাধনের ব্যবস্থা করা; (ঢ) সংবিধি দ্বারা নির্ধারিত ফি দাবি ও আদায় করা; (ণ) বিশ্ববিদ্যালয়ের শিক্ষার সম্প্রসারণ ও উন্নয়নের জন্য, কমিশন ও সরকারের অনুমতিক্রমে, দেশি ও বিদেশি ব্যক্তি বা প্রতিষ্ঠানের নিকট হইতে অনুদান ও বৃত্তি গ্রহণ করা; (ত) বিশ্ববিদ্যালয়ের লক্ষ্য ও উদ্দেশ্য অর্জনের জন্য, সরকারের অনুমোদনক্রমে, কোনো চুক্তিতে আবদ্ধ হওয়া, সম্পাদনকৃত চুক্তি বাস্তবায়ন করা, চুক্তির শর্ত পরিবর্তন করা অথবা চুক্তি বাতিল করা; (থ) শিক্ষা ও গবেষণার উন্নতি ও অগ্রগতির জন্য পুস্তক ও জার্নাল প্রকাশ করা এবং দেশে-বিদেশে গবেষণা প্রতিষ্ঠানের সহিত এ বিষয়ে যোগাযোগ স্থাপন ও রক্ষা করা; (দ) উচ্চশিক্ষা ও গবেষণার সার্বিক উন্নয়নের লক্ষ্যে বিশ্ববিদ্যালয় এবং শিল্প কারখানার যৌথ উদ্যোগে বিভিন্ন কার্যক্রম গ্রহণ করা; (ধ) শিক্ষক-শিক্ষার্থীদের মধ্যে সমাজ সম্পৃক্ততা কর্মসূচির মাধ্যমে সমাজ সম্পর্কে বাস্তবভিত্তিক জ্ঞান বৃদ্ধি করা; (ন) উচ্চশিক্ষা ও গবেষণাকে বিশ্বমানে উন্নীত করিবার লক্ষ্যে অ্যাক্রেডিটেশন কাউন্সিলের শর্তাবলি প্রতিপালন এবং অ্যাক্রেডিটেশন কাউন্সিলসহ বিদেশের সমজাতীয় প্রতিষ্ঠানের সঙ্গে কার্যকর ও ফলপ্রসূ যোগাযোগ স্থাপনের মাধ্যমে বিভিন্ন কর্মসূচি গ্রহণ ও বাস্তবায়ন করা; (প) উচ্চশিক্ষার গুণগতমান সুষমকরণ ও উন্নয়নকল্পে বিশ্ববিদ্যালয়ে শিক্ষার অনুকূল পরিবেশ সৃষ্টি, যোগ্যতাসম্পন্ন শিক্ষক নিয়োগ, ছাত্র-শিক্ষকের সুষম আনুপাতিক হার সংরক্ষণ, সমৃদ্ধ লাইব্রেরি ও ল্যাবরেটরির ব্যবস্থাকরণ, উপযুক্ত ভৌত অবকাঠামো নির্মাণ এবং শিক্ষার্থীদের শারীরিক, মানসিক, নৈতিক ও আত্মিক বিকাশের জন্য প্রয়োজনীয় পরিবেশ সৃষ্টি ও উপকরণের ব্যবস্থা করা; (ফ) আন্তর্জাতিক মানসম্পন্ন উচ্চশিক্ষা প্রদানের লক্ষ্যে পাঠদান ও মূল্যায়ন পদ্ধতির আধুনিকায়নের জন্য কাজ করা; (ব) বিশ্ববিদ্যালয় শিক্ষকদের অ্যাকাডেমিক দক্ষতা ও সংশ্লিষ্ট অন্যান্যদের পেশাগত দক্ষতা উন্নয়নের লক্ষ্যে দেশে-বিদেশে বিভিন্ন ধরনের প্রশিক্ষণের ব্যবস্থা করা; (ভ) উচ্চশিক্ষা ও গবেষণার মান সুষমকরণ ও উন্নয়নের লক্ষ্যে জাতীয় ও আন্তর্জাতিক পর্যায়ে বিভিন্ন সেমিনার, ওয়ার্কশপ, সিম্পোজিয়াম ইত্যাদি আয়োজন করা; (ম) জাতি, ধর্ম, বর্ণ, গোত্র, লিঙ্গ, জন্মস্থান বা শারীরিক প্রতিবন্ধকতা নির্বিশেষে সকল শিক্ষার্থীর উচ্চশিক্ষার অধিকার নিশ্চিত করিবার কাজে সহায়তা প্রদানের উদ্দেশ্যে বিশ্ববিদ্যালয়ের দরিদ্র, মেধাবী ও আর্থিকভাবে অসচ্ছ্ল শিক্ষার্থীদের বৃত্তি বা শিক্ষা সাহায্য প্রদানের উদ্দেশ্যে এক বা একাধিক ট্রাস্ট ফান্ড গঠন করা; (য) বিশ্ববিদ্যালয়ের বিভিন্ন কমিটির সদস্যগণের সম্মানি নির্ধারণ ও সভা অনুষ্ঠানের জন্য সম্মানি প্রদান করা; (র) সরকারের অনুমোদনক্রমে ও কমিশনের নির্ধারিত শর্তে, দেশি-বিদেশি কোনো শিক্ষক বা গবেষক ও বিশেষজ্ঞকে চুক্তিভিত্তিক, খণ্ডকালীন বা অন্য কোনোভাবে নিয়োগের ক্ষেত্রে তাহাদের বেতন বা পারিশ্রমিক নির্ধারণ করা; এবং (ল) বিশ্ববিদ্যালয়ের অভীষ্ট লক্ষ্য অর্জন ও বাস্তবায়নকল্পে প্রয়োজনীয় অন্যান্য কাজকর্ম সম্পাদন করা।

৪। এই আইন এবং কমিশন আদেশের বিধান সাপেক্ষে, বিশ্ববিদ্যালয়ের নিম্নবর্ণিত ক্ষমতা থাকিবে, যথা :- (ক) বিজ্ঞান ও প্রযুক্তি এবং অন্যান্য বিষয়ে স্নাতক ও স্নাতকোত্তর পর্যায়ে এবং বিশ্ববিদ্যালয় কর্তৃক বাছাইকৃত আধুনিক বিজ্ঞান ও প্রযুক্তির ক্ষেত্রে গবেষণা, জ্ঞানের উৎকর্ষ সাধন ও জ্ঞান বিতরণের ব্যবস্থা করা; (খ) কর্মদক্ষ জনসম্পদ সৃষ্টির জন্য, আধুনিক প্রযুক্তি, পেশা, বৃত্তি ও অর্থনৈতিক চাহিদার ভিত্তিতে উচ্চশিক্ষার নির্ধারিত মানদণ্ড অনুযায়ী স্নাতক ও স্নাতকোত্তর পর্যায়ের পাশাপাশি আধুনিক পাঠদান পদ্ধতি অনুসরণ করিয়া অনলাইন, দূরশিক্ষণ, ক্যাম্পাস ভিত্তিক শিক্ষাদানের সমন্বয়ে শিল্প, বাণিজ্য, সমাজ ও অর্থনীতি সংশ্লিষ্ট সীমিত বা দীর্ঘমেয়াদি কোর্স প্রণয়ন ও পরিচালনা করা; (গ) বিভাগ এবং ইনস্টিটিউটে শিক্ষাদানের জন্য পাঠক্রম নির্ধারণ করা; (ঘ) বিভাগ, অনুষদ ও ইনস্টিটিউটের মধ্যে সমন্বয় সাধন করা; (ঙ) বিশ্ববিদ্যালয়ের নির্ধারিত পাঠক্রমে অধ্যয়ন সম্পূর্ণ করিয়াছেন এবং সংবিধির শর্তানুযায়ী গবেষণা কাজ সম্পূর্ণ করিয়াছেন এমন ব্যক্তিগণের পরীক্ষা গ্রহণ করা এবং ডিগ্রি ও অন্যান্য অ্যাকাডেমিক সম্মান প্রদান করা; (চ) সংবিধিতে বিধৃত পদ্ধতিতে সম্মানসূচক ডিগ্রি বা অন্য কোনো সম্মান প্রদান করা; (ছ) অনুষদ বা ইনস্টিটিউটের শিক্ষার্থী নহেন এমন ব্যক্তিগণকে বিশ্ববিদ্যালয় কর্তৃক নির্ধারিত ডিগ্রি, ডিপ্লোমা ও সার্টিফিকেট প্রদানের উদ্দেশ্যে বক্তৃতামালা ও শিক্ষার ব্যবস্থা করা এবং সংবিধির শর্তানুযায়ী ডিপ্লোমা বা সার্টিফিকেট প্রদান করা; (জ) বিশ্ববিদ্যালয়ের প্রয়োজনে তৎকর্তৃক নির্ধারিত পন্থায় দেশে-বিদেশে বিভিন্ন বিশ্ববিদ্যালয় ও সংশ্লিষ্ট কর্তৃপক্ষের সহিত শিক্ষা ও গবেষণার ক্ষেত্রে সহযোগিতা ও যৌথ কর্মসূচি গ্রহণ করা; (ঝ) আচার্যের অনুমোদনক্রমে এবং সরকার ও কমিশন কর্তৃক নির্ধারিত শর্তে, বিশ্ববিদ্যালয়ের প্রয়োজনে প্রভাষক, সহকারী অধ্যাপক, সহযোগী অধ্যাপক, অধ্যাপক, সংখ্যাতিরিক্ত অধ্যাপক ও এমিরেটাস অধ্যাপকের পদসহ শিক্ষক, গবেষক, কর্মচারীর যে কোনো পদ সৃষ্টি করা এবং সেই সকল পদে নিয়োগ প্রদান করা; (ঞ) বিশ্ববিদ্যালয়ের শিক্ষার্থীদের বসবাসের জন্য হল স্থাপন করা এবং উহার রক্ষণাবেক্ষণের ব্যবস্থা করা; (ট) মেধার স্বীকৃতি প্রদানের উদ্দেশ্যে এই আইন, সংবিধি, বিশ্ববিদ্যালয় বিধি ও প্রবিধান অনুযায়ী ফেলোশিপ, স্কলারশিপ, পুরস্কার ও পদক প্রবর্তন এবং বিতরণ করা; (ঠ) আচার্য এবং কমিশনের পূর্বানুমোদনক্রমে শিক্ষণ, প্রশিক্ষণ ও গবেষণার উন্নয়নের লক্ষ্যে অ্যাকাডেমিক মিউজিয়াম, পরীক্ষাগার, অনুষদ, বিভাগ, ইনস্টিটিউট এবং বিজনেস ইনকিউবেটর স্থাপন, প্রতিষ্ঠা বা, ক্ষেত্রমত, রক্ষণাবেক্ষণ, সম্প্রসারণ, একত্রীকরণ ও বিলোপ সাধন করা; (ড) বিশ্ববিদ্যালয়ের শিক্ষক, কর্মচারী ও শিক্ষার্থীদের নৈতিক ও অ্যাকাডেমিক শৃঙ্খলা তত্ত্বাবধান ও নিয়ন্ত্রণ করা, পাঠক্রম সহায়ক কার্যক্রমের উন্নতি এবং তাহাদের স্বাস্থ্যের উৎকর্ষ সাধনের ব্যবস্থা করা; (ঢ) সংবিধি দ্বারা নির্ধারিত ফি দাবি ও আদায় করা; (ণ) বিশ্ববিদ্যালয়ের শিক্ষার সম্প্রসারণ ও উন্নয়নের জন্য, কমিশন ও সরকারের অনুমতিক্রমে, দেশি ও বিদেশি ব্যক্তি বা প্রতিষ্ঠানের নিকট হইতে অনুদান ও বৃত্তি গ্রহণ করা; (ত) বিশ্ববিদ্যালয়ের লক্ষ্য ও উদ্দেশ্য অর্জনের জন্য, সরকারের অনুমোদনক্রমে, কোনো চুক্তিতে আবদ্ধ হওয়া, সম্পাদনকৃত চুক্তি বাস্তবায়ন করা, চুক্তির শর্ত পরিবর্তন করা অথবা চুক্তি বাতিল করা; (থ) শিক্ষা ও গবেষণার উন্নতি ও অগ্রগতির জন্য পুস্তক ও জার্নাল প্রকাশ করা এবং দেশে-বিদেশে গবেষণা প্রতিষ্ঠানের সহিত এ বিষয়ে যোগাযোগ স্থাপন ও রক্ষা করা; (দ) উচ্চশিক্ষা ও গবেষণার সার্বিক উন্নয়নের লক্ষ্যে বিশ্ববিদ্যালয় এবং শিল্প কারখানার যৌথ উদ্যোগে বিভিন্ন কার্যক্রম গ্রহণ করা; (ধ) শিক্ষক-শিক্ষার্থীদের মধ্যে সমাজ সম্পৃক্ততা কর্মসূচির মাধ্যমে সমাজ সম্পর্কে বাস্তবভিত্তিক জ্ঞান বৃদ্ধি করা; (ন) উচ্চশিক্ষা ও গবেষণাকে বিশ্বমানে উন্নীত করিবার লক্ষ্যে অ্যাক্রেডিটেশন কাউন্সিলের শর্তাবলি প্রতিপালন এবং অ্যাক্রেডিটেশন কাউন্সিলসহ বিদেশের সমজাতীয় প্রতিষ্ঠানের সঙ্গে কার্যকর ও ফলপ্রসূ যোগাযোগ স্থাপনের মাধ্যমে বিভিন্ন কর্মসূচি গ্রহণ ও বাস্তবায়ন করা; (প) উচ্চশিক্ষার গুণগতমান সুষমকরণ ও উন্নয়নকল্পে বিশ্ববিদ্যালয়ে শিক্ষার অনুকূল পরিবেশ সৃষ্টি, যোগ্যতাসম্পন্ন শিক্ষক নিয়োগ, ছাত্র-শিক্ষকের সুষম আনুপাতিক হার সংরক্ষণ, সমৃদ্ধ লাইব্রেরি ও ল্যাবরেটরির ব্যবস্থাকরণ, উপযুক্ত ভৌত অবকাঠামো নির্মাণ এবং শিক্ষার্থীদের শারীরিক, মানসিক, নৈতিক ও আত্মিক বিকাশের জন্য প্রয়োজনীয় পরিবেশ সৃষ্টি ও উপকরণের ব্যবস্থা করা; (ফ) আন্তর্জাতিক মানসম্পন্ন উচ্চশিক্ষা প্রদানের লক্ষ্যে পাঠদান ও মূল্যায়ন পদ্ধতির আধুনিকায়নের জন্য কাজ করা; (ব) বিশ্ববিদ্যালয় শিক্ষকদের অ্যাকাডেমিক দক্ষতা ও সংশ্লিষ্ট অন্যান্যদের পেশাগত দক্ষতা উন্নয়নের লক্ষ্যে দেশে-বিদেশে বিভিন্ন ধরনের প্রশিক্ষণের ব্যবস্থা করা; (ভ) উচ্চশিক্ষা ও গবেষণার মান সুষমকরণ ও উন্নয়নের লক্ষ্যে জাতীয় ও আন্তর্জাতিক পর্যায়ে বিভিন্ন সেমিনার, ওয়ার্কশপ, সিম্পোজিয়াম ইত্যাদি আয়োজন করা; (ম) জাতি, ধর্ম, বর্ণ, গোত্র, লিঙ্গ, জন্মস্থান বা শারীরিক প্রতিবন্ধকতা নির্বিশেষে সকল শিক্ষার্থীর উচ্চশিক্ষার অধিকার নিশ্চিত করিবার কাজে সহায়তা প্রদানের উদ্দেশ্যে বিশ্ববিদ্যালয়ের দরিদ্র, মেধাবী ও আর্থিকভাবে অসচ্ছ্ল শিক্ষার্থীদের বৃত্তি বা শিক্ষা সাহায্য প্রদানের উদ্দেশ্যে এক বা একাধিক ট্রাস্ট ফান্ড গঠন করা; (য) বিশ্ববিদ্যালয়ের বিভিন্ন কমিটির সদস্যগণের সম্মানি নির্ধারণ ও সভা অনুষ্ঠানের জন্য সম্মানি প্রদান করা; (র) সরকারের অনুমোদনক্রমে ও কমিশনের নির্ধারিত শর্তে, দেশি-বিদেশি কোনো শিক্ষক বা গবেষক ও বিশেষজ্ঞকে চুক্তিভিত্তিক, খণ্ডকালীন বা অন্য কোনোভাবে নিয়োগের ক্ষেত্রে তাহাদের বেতন বা পারিশ্রমিক নির্ধারণ করা; এবং (ল) বিশ্ববিদ্যালয়ের অভীষ্ট লক্ষ্য অর্জন ও বাস্তবায়নকল্পে প্রয়োজনীয় অন্যান্য কাজকর্ম সম্পাদন করা।
