১১। এই আইনের উদ্দেশ্য পূরণকল্পে কর্পোরেশন নিম্নবর্ণিত কার্যাবলি সম্পাদন করিবে, যথা :- (১) বীজ ও উদ্যান উন্নয়ন সংক্রান্ত কৃষি উপকরণ উৎপাদন, প্রক্রিয়াজাতকরণ , গুদামজাতকরণ ও বিপণন এবং কৃষকদের নিকট সরাসরি বা ডিলারের মাধ্যমে সরবরাহের লক্ষ্যে প্রয়োজনীয় ব্যবস্থা গ্রহণ; (২) কৃষি ক্ষেত্রে সেচ সুবিধা সৃষ্টি ও সম্প্রসারণের লক্ষ্যে প্রয়োজনী ব্যবস্থা গ্রহণ; (৩) সার সরবরাহ নিশ্চিতকরণের লক্ষ্যে সার সংগ্রহ, পরিবহন, গুদামজাতকরণ এবং কৃষকদের নিকট সরাসরি বা ডিলারের মাধ্যমে সরবরাহের লক্ষ্যে প্রয়োজনীয় ব্যবস্থা গ্রহণ; (৪) দফা (১) হইতে (৩) এ উল্লিখিত দ্রব্য ও সেবা, সরকারের পূর্বানুমোদন সাপেক্ষ্যে, কৃষকদেরকে বিনামূল্যে সাহায্য বা প্রণোদনা হিসাবে প্রদান; (৫) পাট, ডাল, দানা জাতীয় শস্য, কন্দাল ফসল, তৈলবীজ, সবজিবীজ এবং অন্যান্য শস্যবীজ সংগ্রহের লক্ষ্যে চুক্তিবদ্ধ কৃষকদের মাধ্যমে উন্নতমানের ভিত্তি এবং প্রত্যায়িত ও মানঘোষিত বীজ উৎপাদনের লক্ষ্যে প্রয়োজনীয় ব্যবস্থা গ্রহণ; (৬) কর্পোরেশনের খামারে শংকর বীজ, ব্রিডার, ভিত্তি এবং প্রত্যায়িত ও উন্নতমানের বীজ উৎপাদনের লক্ষ্যে প্রয়োজনীয় ব্যবস্থা গ্রহণ; (৭) কর্পোরেশনের উৎপাদিত ও সংগৃহীত বীজ যথাযথভাবে প্রক্রিয়াজাতকরণ, সংরক্ষণ এবং মাননিয়ন্ত্রণ করিয়া কৃষকদের নিকট সরবরাহের লক্ষ্যে প্রয়োজনীয় ব্যবস্থা গ্রহণ; (৮) সেচকার্য পরিচালনা ও সম্প্রসারণের লক্ষ্যে লিফট, পাম্প, গভীর ও অগভীর নলকূপ স্থাপন এবং অন্যান্য সেচ উপকরণ সংরক্ষণ ও সরবরাহ; (৯) সেচনালা এবং সেচ ও ফসল রক্ষ্যা অবকাঠামো নির্মাণ, মেরামত ও উন্নয়ন; (১০) সেচযন্ত্র, সেচ এলাকা, পানিসম্পদ, পানির গুণাগুণ, স্তর ও প্রাপ্যতার জরিপ পরিচালনা এবং সমীক্ষা, গবেষণা, পরীক্ষা-নিরীক্ষা ও ডাটা ব্যাংক তৈরি; (১১) কৃষিকাজে পানির সুষ্ঠু ব্যবহারের লক্ষ্যে - (ক) ভূ-উপরিস্থ ও বৃষ্টির পানি সংরক্ষণ ও ব্যবহার; (খ) ভূগর্ভস্থ পানির পুনর্ভরণ; (গ) খালনালা, জলাধার এবং একুইফার সংরক্ষণ, সংস্কার ও উন্নয়ন; (ঘ) উপজাত পানির সমন্বিত ব্যবহার; এবং (ঙ) পানি উদ্ভাবনমুখী ব্যবহারের নিমিত্ত প্রয়োজনীয় পদক্ষেপ গ্রহণ; (১২) যান্ত্রিক পদ্ধতির চাষাবাদের সুযোগ প্রদানের জন্য উন্নত ও আধুনিক যন্ত্রপাতি সংগ্রহ, চালনা, সংরক্ষণ ও ব্যবস্থাপনা এবং কৃষি যন্ত্রপাতি তৈরির কারখানা উন্নয়ন ও সম্প্রসারণ; (১৩) সুষ্ঠুভাবে বীজ ও সার সংগ্রহ, উৎপাদন ও সরবরাহের লক্ষ্যে হিমাগার, বীজ হিমাগার, আর্দ্রতা নিরোধক (dehumidified) বীজ গুদাম, বীজ গুদাম, সার গুদাম, প্লান্ট বায়োটেক ল্যাবরেটরিসহ সংশ্লিষ্ট অন্যান্য গবেষণাগার স্থাপন, অবকাঠামো নির্মাণ এবং সংস্কার ও রক্ষণাবেক্ষণ; (১৪) জলাবদ্ধতা দূরীকরণ, গ্রামীণ অবকাঠামো উন্নয়ন ও কৃষিক্ষেত্রে নবায়নযোগ্য শক্তির ব্যবহারসহ প্রয়োজনীয় অন্যান্য ব্যবস্থা গ্রহণ; (১৫) সেচ দক্ষতা বৃদ্ধির লক্ষ্যে এলাকাভিত্তিক পানিসম্পদের দক্ষ ব্যবহার নিশ্চিতকরণ এবং লাগসই ও টেকসই প্রযুক্তি গ্রহণ ও সম্প্রসারণ; (১৬) সেচযন্ত্রে বিদ্যুতায়ন এবং তৎলক্ষ্যে সংশ্লিষ্ট বৈদ্যুতিক অবকাঠামো নির্মাণ ও উন্নয়ন; (১৭) সেচকার্যে ভূ-উপরিস্থ ও ভূগর্ভস্থ পানির ভারসাম্যপূর্ণ ব্যবহার নিশ্চিতকরণ; (১৮) কৃষি গবেষণার মাধ্যমে লাগসই ও টেকসই কারিগরি কলাকৌশল উদ্ভাবন এবং ফসলের উন্নত জাত উদ্ভাবন, নির্বাচন, প্রবর্তন ও কর্পোরেশনের নামে ছাড়করণ; (১৯) সরকারের অনুমোদনক্রমে কৃষি উপকরণ ও যন্ত্রপাতি আমদানি ও রপ্তানি এবং উক্ত উদ্দেশ্যে বিদেশি রাষ্ট্র বা সংস্থার সহিত যৌথ উদ্যোগ গ্রহণে চুক্তি বা সমঝোতা স্মারক সম্পাদন; (২০) পতিত জমির ব্যবহার, নূতন এলাকায় কৃষিকাজ সম্প্রসারণ, পাহাড়ি নদীনালা ও ছড়া ব্যবহার উপযোগীকরণ, খালনালা সংরক্ষণ , সম্ভাবনাময় এলাকার ব্যবহার, উপযুক্ত শস্য পর্যায় ও মিশ্র খামারের মাধ্যমে পরিকল্পিত কৃষি ও কৃষিদ্রব্য বিপনন ও প্রক্রিয়াকরণ এবং সমবায় ও ব্লক খামার সম্পর্কিত বিষয়ে ব্যবস্থা গ্রহণ; (২১) বীজ, সার ও সেচযন্ত্রের ব্যবহার এবং কৃষি কার্যক্রমে কৃষক ও ডিলার প্রশিক্ষণে ব্যবস্থা গ্রহণ; (২২) কৃষি ও কৃষকের মান উন্নয়নের লক্ষ্যে, প্রয়োজনে, ঋণের ব্যবস্থা এবং সমবায় সমিতি গঠনে সংশ্লিষ্টদের উৎসাহ প্রদান; (২৩) কৃষিপণ্য পরিবহন ও বাজারজাতকরণের লক্ষ্যে প্রয়োজনীয় উদ্যোগ গ্রহণ; (২৪) সেচযন্ত্র ও সারের মান নিয়ন্ত্রণের জন্য পরীক্ষার ব্যবস্থা গ্রহণ; (২৫) সরকার কর্তৃক নির্দেশিত হইলে, সরকার কর্তৃক প্রণীত শর্তাবলির ভিত্তিতে, সরকারের মালিকানাধীন বা সরকার কর্তৃক পরিচালিত বীজ উৎপাদন খামার, উদ্যান ও নার্সারি এবং প্রাণী ও মৎস্য খামার বা এতদ্বিষয়ক জাতীয় গবেষণা ও দ্রব্য উৎপাদনে নিয়োজিত প্রতিষ্ঠানের দায়িত্ব গ্রহণ ও পরিচালনা; এবং (২৬) সরকার কর্তৃক নির্দেশিত কৃষি বিষয়ক অন্যান্য কার্যক্রমের দায়িত্ব গ্রহণ।
