৭। (১) এই আইনের উদ্দেশ্য পূরণকল্পে, কর্তৃপক্ষ উন্নয়ন, পরিকল্পনা, নিয়ন্ত্রণ ও প্রয়োগ সংক্রান্ত যাবতীয় কাজ করিবার ও আদেশ প্রদান করিবার ক্ষমতা রাখিবে। (২) উপ-ধারা (১) এর সামগ্রিকতাকে ক্ষুণ্ণ না করিয়া এই আইনের উদ্দেশ্য পূরণকল্পে, কর্তৃপক্ষ নিম্নবর্ণিত কার্যাবলি সম্পাদন করিবে, যথা:— (ক) ভূমির যৌক্তিক ব্যবহার নিশ্চিত করিয়া কৌশলগত পরিকল্পনা ও বিশদ অঞ্চল পরিকল্পনা প্রণয়ন এবং উহা প্রণয়নের নিমিত্ত ভূমি জরিপ ও সমীক্ষা, গবেষণা পরিচালনা এবং এতদ্সংশ্লিষ্ট সকল প্রকার তথ্য, উপাত্ত সংগ্রহ ও সংরক্ষণ ও বাস্তবায়ন; (খ) আধুনিক, সাম্যভিত্তিক, অন্তর্ভুক্তিমূলক, পরিবেশবান্ধব নগর পরিকল্পনার লক্ষ্যে বিভিন্ন উন্নয়নমূলক কার্যাবলি সম্পাদন বিশেষত নিম্নবিত্ত, বস্তিবাসী এবং গৃহহীনদের আবাসন সমস্যাকে অগ্রাধিকার বিবেচনাক্রমে মহাপরিকল্পনার আলোকে প্রকল্প গ্রহণ ও বাস্তবায়ন; (গ) অপরিকল্পিত উন্নয়ন নিয়ন্ত্রণ এবং ক্রেতার স্বার্থ রক্ষায় কর্তৃপক্ষের নির্দিষ্ট সীমানার মধ্যে ভূমি ব্যবহার পরিবর্তন নিয়ন্ত্রণ; ইমারত নির্মাণ আইন, বিধিমালা ও কোড অনুসরণপূর্বক ইমারত নির্মাণ অনুমোদন প্রদান ও তদারকি; ঝুঁকিপূর্ণ, অবৈধ, অননুমোদিত বা ব্যত্যয়কৃত স্থাপনা অপসারণ; এবং প্লট ও অ্যাপার্টমেন্ট এর অব্যবস্থাপনা নিয়ন্ত্রণ; (ঘ) অপরিকল্পিত, অপ্রশস্ত সড়ক ও এলাকার ভূমি পুনঃউন্নয়ন ও ভূমি পুনর্বিন্যাসে উন্নয়ন প্রকল্প গ্রহণ ও বাস্তবায়ন; (ঙ) কর্তৃপক্ষের সেবাসমূহের ডিজিটালাইজেশন; (চ) সরকারি বা বেসরকারি ব্যক্তি বা প্রতিষ্ঠান কর্তৃক প্রস্তাবিত উন্নয়ন প্রকল্পের অনুমোদন, উন্নয়ন প্রকল্প গ্রহণ বা বাস্তবায়নের ক্ষেত্রে বিভিন্ন ধরনের জন পরিষেবা ও অবকাঠামো নির্মাণ ও উন্নয়নে সহযোগিতা প্রদান ও সমন্বয় সাধন; (ছ) নগর ও উন্নয়ন পরিকল্পনার ভারসাম্য নিশ্চিত করা, যথা-পরিবেশ, ঐতিহাসিক স্থাপনা, জলাশায় ও কৃষি জমি সংরক্ষণ; বিনোদন সুবিধা প্রদান; উন্মুক্ত স্থানসহ বিভিন্ন নাগরিক সুবিধা নিশ্চিত করা; বনায়ন ও সবুজ বেষ্টনী তৈরি, ইত্যাদি; (জ) উক্তরূপ কার্যাবলি সম্পাদনকল্পে আনুষঙ্গিক অন্যান্য কার্যক্রম গ্রহণ; এবং (ঝ) সরকার কর্তৃক, সময় সময়, অর্পিত ও বিধি দ্বারা নির্ধারিত অন্য যেকোনো দায়িত্ব ও কার্যাবলি সম্পাদনসহ পরিকল্পিত নগরায়ন নিশ্চিতকল্পে দায়িত্ব পালন।
