৬। কর্তৃপক্ষের দায়িত্ব ও কার্যাবলী হইবে নিম্নরূপ, যথা:- (১) বিদ্যুৎ ও জ্বালানির সংরক্ষণ এবং ইহার দক্ষ ব্যবহার সম্পর্কে জনসচেতনতা সৃষ্টি ও উদ্বুদ্ধকরণের লক্ষ্যে প্রয়োজনীয় পদক্ষেপ গ্রহণ; (২) বিদ্যুৎ ও জ্বালানি দক্ষ যন্ত্রপাতি ব্যবহারে উৎসাহ প্রদান এবং জ্বালানি ও বিদ্যুৎ ব্যবহারকারী যন্ত্রপাতি প্রমিতকরণসহ উক্ত যন্ত্রপাতি লেবেলিং এর ব্যবস্থাকরণ; (৩) জ্বালানি ব্যবহারকারী যন্তপাতির মান নিরুপণ ও প্রত্যয়ন প্রদানের লক্ষ্যে পরীক্ষণাগার স্থাপন বা স্থাপনে সহায়তা প্রদান; (৪) জ্বালানি সংরক্ষণ ও দক্ষ ব্যবহার সংক্রান্ত গবেষণা ও উন্নয়ন কাজে উৎসাহ প্রদান, এতদ্সংশ্লিষ্ট কাজ বা প্রকল্প বাস্তবায়নে উদ্ভাবনীমূলক অর্থায়নের ব্যবস্থা গ্রহণ এবং এতদ্বিষয়ে প্রয়োজনীয় প্রশিক্ষণের ব্যবস্থা গ্রহণ; (৫) বিদ্যুৎ সাশ্রয়ী ইমারত নির্মাণ বিধি প্রণয়ন ও উহা বাস্তবায়নে সরকারকে সহায়তা প্রদান; (৬) জ্বালানি ব্যবস্থাপক ও জ্বালানি নিরীক্ষক নিয়োগ ও স্বীকৃত জ্বালানি নিরীক্ষণ প্রতিষ্ঠান নির্বাচনের লক্ষ্যে মান ও যোগ্যতা যাচাই সংক্রান্ত প্রবিধান প্রণয়ন; (৭) সরকারি, আধা-সরকারি ও স্বায়ত্বশাসিত প্রতিষ্ঠানসমূহে জ্বালানি সংরক্ষণ ও উহার দক্ষ ব্যবহার কার্যক্রম বাস্তবায়ন সংশ্লিষ্ট কাজের সমন্বয় সাধন এবং প্রদর্শনীর মাধ্যমে বেসরকারি পর্যায়ে টেকসই জ্বালানির বাণিজ্যিক বাজার ব্যবস্থা গড়িয়া তোলা; (৮) টেকসই জ্বালানি উন্নয়নের লক্ষ্যে প্রয়োজনীয় আইন, বিধি-বিধান প্রণয়নে সরকারকে সহায়তা প্রদান; (৯) জ্বালানি অদক্ষ যন্ত্রপাতি চিহ্নিতকরণ এবং উহার উৎপাদন, আমদানী ও বিক্রয় বন্ধ করিবার লক্ষ্যে প্রয়োজনীয় পদক্ষেপ গ্রহণ; (১০) জ্বালানি ব্যবহারকারী বিভিন্ন গ্রাহক বা গ্রাহকশ্রেণিকে ডেজিগনেটেড কঞ্জুমার হিসাবে ঘোষণার লক্ষ্যে প্রয়োজনীয় ব্যবস্থা গ্রহণ; (১১) নবায়নযোগ্য জ্বালানি সম্পদ ও এতদ্সংশ্লিষ্ট বিভিন্ন প্রযুক্তির খতিয়ান (inventory) প্রস্ত্ততকরণসহ উহার হালনাগাদকরণ এবং উহাদের ভৌগোলিক অবস্থান চিহ্নিতকরণ ও বাণিজ্যিকভাবে ব্যবহারের উপযুক্ততা যাচাইপূর্বক আহরণের সম্ভাব্যতা নিরূপণ; (১২) সিডিএম অথবা অনুরূপ অন্য কোন কার্যক্রম সংশ্লিষ্ট প্রকল্প প্রণয়নে প্রয়োজনীয় কারিগরি সহায়তা প্রদান; (১৩) নবায়নযোগ্য জ্বালানির ব্যবহার সম্প্রসারণের লক্ষ্যে স্বল্প, মধ্য ও দীর্ঘ মেয়াদী লক্ষ্যমাত্রা নির্ধারণপূর্বক উন্নয়ন পরিকল্পনা প্রণয়ন ও উহা বাস্তবায়নে প্রয়োজনীয় পদক্ষেপ গ্রহণ; (১৪) নবায়নযোগ্য জ্বালানি বিষয়ক গবেষণা,উন্নয়ন, ডেমনস্ট্রেশন ও প্রশিক্ষণ কাজে কারিগরী ও আর্থিক সহায়তা প্রদান ; (১৫) সরকারি ও বেসরকারি পর্যায়ে নবায়নযোগ্য জ্বালানি ব্যবহারে উৎসাহ প্রদানের লক্ষ্যে জনসচেতনতা সৃষ্টি ও উদ্বুদ্ধকরণের প্রয়োজনীয় পদক্ষেপ গ্রহণ; (১৬) নবায়নযোগ্য জ্বালানি খাতে বেসরকারি উদ্যোক্তাদের আকৃষ্ট করার লক্ষ্যে প্রয়োজনীয় অর্থের উৎস চিহ্নিতকরণে সহায়তা প্রদান এবং এইখাতে বিনিয়োগে উৎসাহ প্রদানের লক্ষ্যে প্রণোদনামূলক আর্থিক সুবিধা প্রদানের ব্যবস্থা করা; (১৭) নবায়নযোগ্য জ্বালানির ট্যারিফ নির্ধারণ সংক্রান্ত বিষয়ে সরকারের সাথে আলোচনাপূর্বক বাংলাদেশ এনার্জি রেগুলেটরী কমিশন আইন, ২০০৩ (২০০৩ সনের ১৩ নং আইন) এর ধারা ৪ এর অধীন প্রতিষ্ঠিত বাংলাদেশ এনার্জি রেগুলেটরী কমিশনে প্রস্তাব প্রেরণ; (১৮) সরকারি আধা-সরকারি ও স্বায়ত্বশাসিত প্রতিষ্ঠানসমূহে নবায়নযোগ্য জ্বালানির ব্যবহার বাস্তবায়ন সংশ্লিষ্ট কাজের সমন্বয় সাধনে সরকারকে সহযোগিতা প্রদান; (১৯) প্রদর্শনী প্রকল্প গ্রহণের মাধ্যমে সেবরকারি পর্যায়ে নবায়নযোগ্য জ্বালানি ও জ্বালানি সাশ্রয়ী কার্যক্রম বাণিজ্যিকীকরণে উৎসাহ প্রদান ; (২০) নবায়নযোগ্য জ্বালানি নীতিমালাসহ এই আইন সংশ্লিষ্ট অন্যান্য নীতিমালা প্রণয়ন,হালনাগাদকরণ ও বাস্তবায়নে সরকারকে প্রয়োজনীয় সহায়তা প্রদান; (২১) টেকসই জ্বালানি বিষয়ে বিভিন্ন মন্ত্রণালয়, বিভাগ এবং সংস্থার সহিত প্রয়োজনীয় সমন্বয় সাধন; (২২) টেকসই জ্বালানি বিষয়ে আঞ্চলিক ও আন্তর্জাতিক সংস্থার সহিত যোগাযোগ স্থাপন; (২৩) বিধি দ্বারা বা সরকার কর্তৃক, সময় সময়, নির্ধারিত অন্যান্য দায়িত্ব পালন।
