১৯। কর্তৃপক্ষের সাধারণ দায়িত্ব ও কার্যাবলী হইবে নিম্নরূপ, যথাঃ- (১) অবকাঠামোসহ স্থানীয় সম্পদের প্রাপ্যতা, সড়ক ও যোগাযোগ সুবিধা, ভ্রমণ ও ব্যাংকিং সুবিধা এবং দক্ষ জনবলের প্রাপ্যতার ভিত্তিতে গুচ্ছনীতির আলোকে ভূমির অধিকতর দক্ষ ব্যবহার নিশ্চিত করার নিমিত্তে শিল্প এলাকার বা অন্য খাতের তদ্রুপ এলাকার জন্য ভূমি নির্বাচন ও চিহ্নিতকরণ; (২) নিজস্ব উদ্যোগে বা সরকারি ও বেসরকারি অংশীদারিত্বমূলক উদ্যোগে চিহ্নিত, অর্থনৈতিক অঞ্চলের জন্য ভূমি অধিগ্রহণ করা ও সরকারের পক্ষ হইতে অধিগ্রহণকৃত ভূমির দখল গ্রহণ; (৩) অধিগ্রহণকৃত ভূমি ও উহার বিভিন্ন প্রকার অবকাঠামো উন্নয়ন ও ব্যবস্থাপনার জন্য প্রতিযোগিতার ভিত্তিতে অর্থনৈতিক অঞ্চল ডেভেলপার নিয়োগ; (৪) নিজস্ব উদ্যোগ বাস্তবায়ন ও ব্যবস্থাপনার জন্য অর্থনৈতিক অঞ্চলের অবকাঠামো উন্নয়ন পরিকল্পনা প্রণয়ন ও অনুমোদনের জন্য গভর্ণিং বোর্ড সমীপে উপস্থাপন; (৫) নিজস্ব উদ্যোগ বাস্তবায়ন ও ব্যবস্থাপনার জন্য চিহ্নিত ও অর্থনৈতিক অঞ্চলে শিল্প ইউনিট, ব্যবসায়িক ও সেবামূলক প্রতিষ্ঠান স্থাপনের লক্ষ্যে, নির্ধারিত পদ্ধতিতে, আবেদনপ্রার্থী বিনিয়োগকারীগণের নিকট প্রতিযোগিতামূলক ব্যবসায়িক ভিত্তিতে ভূমি, ভবন বা স্থান বরাদ্দ, ইজারা বা ভাড়া প্রদান; (৬) অর্থনৈতিক অঞ্চলের অবকাঠামো উন্নয়নে নিজস্ব ও অর্থনৈতিক অঞ্চল ডেভেলপারের কার্যক্রম পরিবী্ক্ষণের মাধ্যমে কর্তৃপক্ষ কর্তৃক নির্ধারিত সময়ের মধ্যে উন্নয়ন নিশ্চিতকরণ; (৭) দক্ষ শ্রমশক্তি তৈরীর মাধ্যমে শিল্প প্রতিষ্ঠানসমূহে কর্মসংস্থান সৃষ্টিসহ দেশী বা বিদেশী বিনিয়োগ উৎসাহিত করিবার মাধ্যমে অর্থনৈতিক অঞ্চলের অভ্যন্তরে বা অর্থনৈতিক অঞ্চল বহির্ভূত স্থানে পশ্চাৎ সংযোগ শিল্প স্থাপনের মাধ্যমে কর্মসংস্থানের সুযোগ সৃষ্টি; (৮) অর্থনৈতিক অঞ্চলের অভ্যন্তরে ব্যবসায়িক কার্যক্রম পরিচালনার জন্য আকর্ষণীয় পরিবেশ ও সুযোগ-সুবিধা প্রদানের লক্ষ্যে গুচ্ছনীতির আলোকে এলাকা বিভাজনের মাধ্যমে অবকাঠামোসহ স্থানীয় সম্পদের প্রাপ্যতার ভিত্তিতে ভূমির অধিকতর দক্ষ ব্যবহার নিশ্চিতকরণ; (৯) পরিবেশসহ অন্যান্য ক্ষেত্রের অঙ্গীকারসমূহ রক্ষায় অধিকতর দক্ষ ব্যবস্থাপনা ও পরিবীক্ষণ কার্যক্রমকে উৎসাহিতকরণ; (১০) স্থানীয় অর্থনীতির চাহিদা মিটানোর জন্য অর্থনৈতিক অঞ্চলসমূহে পশ্চাৎ সংযোগ শিল্প স্থাপনের ব্যবস্থা গ্রহণ; (১১) শ্রেণী ভিত্তিক শিল্পের জন্য পৃথক অর্থনৈতিক অঞ্চল প্রতিষ্ঠা করিয়া মেট্রোপলিটন শহরে বা অন্যত্র স্থাপিত দূষণপ্রবণ শিল্পসহ অপরিকল্পিতভাবে স্থাপিত অন্যান্য শিল্প প্রতিষ্ঠানসমূহ অর্থনৈতিক অঞ্চলে স্থানান্তরের জন্য ব্যবসায়ী সংগঠনসমূহকে উৎসাহিতকরণ; (১২) অর্থনৈতিক অঞ্চলের উন্নয়ন ও পরিচালনায় সরকারি ও বেসরকারি যৌথ অংশীদারিত্বকে উৎসাহিতকরণ; (১৩) সামাজিক ও অর্থনৈতিক অঙ্গিকারসমূহ বাস্তবায়নে উপযুক্ত পদক্ষেপ গ্রহণ; (১৪) শ্রমিক-কর্মচারীদের ন্যায্য অধিকার প্রতিষ্ঠা করা, তাহাদের কল্যাণ নিশ্চিত করা; এবং মালিক ও শ্রমিক কর্মচারীদের মধ্যে সুষ্ঠু সম্পর্ক প্রতিষ্ঠা; (১৫) দারিদ্রহ্রাসকরণে গৃহীত কর্মসূচী বাস্তবায়নে উপযুক্ত পদক্ষেপ গ্রহণ; (১৬) অগ্রাধিকারপ্রাপ্ত উৎপাদন ও সেবা খাতের পরিকল্পিত শিল্পায়নের মাধ্যমে দেশের শিল্পনীতির বাস্তবায়ন ত্বরান্বিতকরণ; এবং (১৭) অর্থনৈতিক অঞ্চল হিসাবে ঘোষিত এলাকাসমূহকে শিল্পনগরী, কৃষিভিত্তিক শিল্পাঞ্চল, বাণিজ্যিক এলাকা, পর্যটন এলাকা হিসাবে উন্নয়নক্রমে ব্যাংকিং খাতের বিনিয়োগের মাধ্যমে অর্থনৈতিক কেন্দ্রে রূপান্তর করিয়া প্রশিক্ষিত শ্রমিক ও দক্ষ সেবা প্রদান সহজলভ্যকরণ।
