  • Where, on the parent's source: ৭। (১) বোর্ডের কার্যাবলি হইবে নিম্নরূপ, যথা :- (ক) উৎপাদন বৃদ্ধি, কর্মসংস্থান এবং পল্লী উন্নয়নের লক্ষ্যে গ্রাম পর্যায়ে প্রাথমিক সমবায় সমিতি, পল্লী উন্নয়ন দল এবং উপজেলা কেন্দ্রীয় সমবায় সমিতি বা থানা কেন্দ্রীয় সমবায় সমিতিকে নিজস্ব ব্যবস্থাপনায় স্ব-শাসিত ও অর্থনৈতিকভাবে টেকসই চালিকা-শক্তিরূপে গড়িয়া উঠিতে সহায়তা করা; (খ) পল্লীর দরিদ্র মানুষের আয় বৃদ্ধি এবং কর্মসংস্থানের জন্য প্রাথমিক সমবায় সমিতি ও পল্লী উন্নয়ন দলকে উৎসাহিত করা; (গ) সমবায়ের উন্নতির উপায় হিসাবে নিবিড় কৃষি সেচের উন্নয়ন এবং সমবায় সমিতি বা পল্লী উন্নয়ন দল গঠনের মাধ্যমে ভূ-গর্ভস্থ ও ভূ-পৃষ্ঠের পানির উপর নির্ভর করিয়া সেচ সুবিধাদির সর্বাধিক ব্যবহার করা; (ঘ) সমবায় সমিতি, উপজেলা কেন্দ্রীয় সমবায় সমিতি বা থানা কেন্দ্রীয় সমবায় সমিতি এবং পল্লী উন্নয়ন দলের মাধ্যমে প্রাতিষ্ঠানিক ঋণের ব্যবস্থা করিয়া উহার উৎপাদনমুখী ব্যবহার নিশ্চিত করাসহ উক্ত সমিতি বা দলের সদস্যদের শেয়ার ও সঞ্চয়ের জমার পরিমাণ বৃদ্ধিতে সহায়তা করা; (ঙ) আর্থিকভাবে সক্ষম উপজেলা কেন্দ্রীয় সমবায় সমিতি বা থানা কেন্দ্রীয় সমবায় সমিতি এবং পল্লী উন্নয়ন দলের সদস্যদের সেবা প্রদানের লক্ষ্যে বহুমুখী কার্যক্রম গ্রহণে, বিশেষত, কৃষিতে ব্যবহৃত ও কৃষিজাত পণ্য বাজারজাতকরণে উৎসাহ প্রদান করা; (চ) পল্লী উন্নয়ন দল এবং উপজেলা কেন্দ্রীয় সমবায় সমিতি বা থানা কেন্দ্রীয় সমবায় সমিতির ব্যবস্থাপনা কমিটির সদস্য এবং আদর্শ কৃষকদেরকে কৃষি ও পল্লী উন্নয়ন কার্যক্রমে ফলপ্রসূ প্রশিক্ষণের ব্যবস্থা করা; (ছ) পল্লী উন্নয়ন দল এবং উপজেলা কেন্দ্রীয় সমবায় সমিতি বা থানা কেন্দ্রীয় সমবায় সমিতিকে সেবা, সরবরাহ ও সহযোগিতা প্রদানের লক্ষ্যে সংশ্লিষ্ট মন্ত্রণালয়, বিভাগ এবং সংস্থাসমূহের সহিত যোগাযোগ ও সমন্বয় রক্ষা করা; (জ) পল্লী উন্নয়ন সম্পর্কিত উন্নয়ন, উদ্বুদ্ধকরণ এবং শিক্ষামূলক কার্যক্রমসমূহ প্রগতিশীলভাবে পরিচালনার জন্য উপজেলা কেন্দ্রীয় সমবায় সমিতি বা থানা কেন্দ্রীয় সমবায় সমিতির জেলা ও জাতীয় ফেডারেশনসমূহকে উৎসাহ প্রদান করা; (ঝ) বোর্ডের উদ্দেশ্য ও লক্ষ্য অর্জনে থানা, উপজেলা, জেলা ও বিভাগ পর্যায়ের কর্মচারীদের প্রয়োজনীয় আর্থিক ও প্রশাসনিক ক্ষমতা অর্পণ করা; (ঞ) বোর্ডের বার্ষিক উন্নয়ন কর্মসূচি প্রস্তুত করা; (ট) বার্ষিক বাজেট প্রস্তুত করা বা ক্ষেত্রমত, ধারা ১২ এর বিধান অনুসারে অনুমোদন করা; (ঠ) পল্লী উন্নয়নের সহিত সংগতিপূর্ণ প্রকল্প, কর্মসূচি ও পল্লী উন্নয়ন মডেল সরকারের নিকট উপস্থাপন করা এবং সরকারের অনুমোদনক্রমে উহা বাস্তবায়ন করা; (ড) বোর্ড কর্তৃক গৃহীত প্রকল্প ও কর্মসূচিসমূহ বাস্তবায়নের অগ্রগতি ও উহা হইতে উদ্ভূত সমস্যা সম্পর্কে, এবং উক্ত প্রকল্প ও কর্মসূচির লক্ষ্য অর্জিত হইতেছে কিনা তৎসম্পর্কে সমীক্ষা বা যাচাই ও মূল্যায়নের জন্য যোগ্যতাসম্পন্ন মূল্যায়ন এবং গবেষণা প্রতিষ্ঠানকে নিয়োজিত করা; এবং (ঢ) এই আইনের উদ্দেশ্য পূরণকল্পে, প্রয়োজনীয় ও আনুষঙ্গিক কার্য সম্পাদন করা। (২) উপ-ধারা (১) এর বিধানাবলীর সামগ্রিকতাকে ক্ষুণ্ণ না করিয়া বোর্ড উহার কার্যাবলী সম্পাদন করিবার জন্য- (ক) সরকার কর্তৃক অনুমোদিত বাজেট বরাদ্দের বা কোনো বিশেষ তহবিল বরাদ্দের মধ্যে কোনো কার্য সম্পাদন করিতে, কোনো ব্যয় নির্বাহ করিতে, বোর্ডের ব্যবহারের জন্য প্রয়োজনীয় পণ্য, সেবা বা যন্ত্রপাতি সংগ্রহ করিতে এবং প্রয়োজনীয় সমঝোতা বা চুক্তি সম্পাদন করিতে পারিবে; (খ) কোনো পরিকল্পনা বা স্কীম প্রস্তুত বা গ্রহণের উদ্দেশ্যে সরকার, কোনো সংস্থা, স্থানীয় সরকার প্রতিষ্ঠান বা কোনো এজেন্সী বা সরকারের অনুমতিক্রমে কোনো বিদেশি সরকার বা সংস্থার নিকট হইতে পরামর্শ বা সহায়তা গ্রহণ করিতে পারিবে; (গ) পল্লী উন্নয়নের জন্য সরকার কর্তৃক প্রণীত নীতিমালার বাস্তবায়ন ও এতদ্‌সংক্রান্ত কার্যাবলির সমন্বয় সাধন করিতে পারিবে।
