WARPO has formally initiated procurement (REOI dated 4 May 2026) for a consulting firm to prepare a new National Water Resources Plan, representing the first major update to Bangladesh's apex water sector planning framework since the National Water Management Plan (2001, updated 2004). Simultaneously, WARPO's data and analysis role is central to both the Teesta Master Plan technical review (PDPP under consideration) and the Bangladesh Delta Plan 2100 (BDP 2100) knowledge-management architecture, where WARPO is a designated data contributor alongside BWDB, BBS, and LGED.
Recent activity
- 2026-02-17 policy With the BNP-led government under PM Tarique Rahman taking office, the Teesta Master Plan--whose preliminary study WARPO has supported as clearing-house--entered active policy discussion; MoWR Minister Anee directed BWDB to expedite the PDPP and confirmed PM Tarique Rahman's pledge to implement the plan, bringing WARPO's hydrology and planning analysis role into sharper focus. ↗↗
- 2026-04-07 regulation Parliament passed the Bangladesh Haor and Wetland Conservation Act, 2026; WARPO, as the ECNWRC secretariat and clearing-house for water sector projects, is the institutional gateway through which wetland development clearances and project appraisals within the haor boundary must now be routed before implementation. ↗↗
- 2026-04-14 policy PM Tarique Rahman confirmed in parliament that the BWDB feasibility study for the Teesta Master Plan is complete (110 km dredging recommended) and a PDPP is under technical review; WARPO's hydrology database and master-plan analysis function underpin the technical basis for the Teesta river planning decision. ↗↗↗
- 2026-05-04 procurement WARPO published a Request for Expression of Interest (REOI) dated 4 May 2026 for selection of consulting firm to prepare the National Water Resources Plan (successor to the National Water Management Plan), marking the formal launch of a new cycle of the country's apex water sector planning document. ↗↗
Provenance & notes
WARPO was created in June 1992 when the Master Plan Organisation (MPO) -- which had completed the National Water Plan (1986) -- was renamed under the Water Resources Planning Act (Act No. XII of 1992); the mandate was gazetted on 22 December 1991. The Flood Plan Coordination Organisation (FPCO), established 1989, was merged into WARPO in January 1996. Staff count of 87 (42 officers and professionals) is from Banglapedia and Wikipedia citing an internal WARPO evaluation study; this is an older figure and the current sanctioned post count may differ. current_head is null: the name of the current Director General could not be confirmed against a 2026 primary source with certainty -- a name (Mohammad Lutfur Rahman, PhD) appeared in a search result but was not independently corroborated by a verifiable dated URL; it is omitted per the quality gate. head_since is null for the same reason. annual_budget_bdt is null: WARPO's standalone institutional budget is not separately published in accessible MoF or WARPO documents; its operational share of the parent MoWR's Tk 714 crore non-development allocation is not broken out. The REOI dated 4 May 2026 for the National Water Resources Plan consulting assignment was identified via the WARPO website notice board; this is the single most significant recent WARPO activity within the 90-day window. WARPO's role in BDP 2100 is as a designated information and knowledge management contributor, not a lead implementing agency (that role belongs to GED of the Planning Commission). Teesta Master Plan: WARPO provides the hydrological database and clearing-house analysis function; BWDB conducts the feasibility engineering; MoWR is the policy principal. The National Water Management Plan (NWMP) was produced in 2001 (approved 2004 per JICA documentation); the May 2026 REOI signals a new planning cycle under the label 'National Water Resources Plan'. All factual claims cross-verified against 2+ independent primary sources.
