WARPO faces the challenge of balancing its role as an apex macro-level planning body with the need to ensure long-term strategic recommendations are effectively translated into sustainable implementation.

WARPO was created in June 1992 when the Master Plan Organisation (MPO) -- which had completed the National Water Plan (1986) -- was renamed under the Water Resources Planning Act (Act No. XII of 1992); the mandate was gazetted on 22 December 1991. The Flood Plan Coordination Organisation (FPCO), established 1989, was merged into WARPO in January 1996.
