Provenance & notes

Structural status: The Public Security Division was created in June 2016 when MoHA was split into two divisions (PSD + Security Service Division); formal gazette issued 2017. The interim government merged both divisions back into MoHA in September 2025. The BNP government (from February 17, 2026) has not re-issued a gazette re-separating PSD; however, the FY2025-26 budget retains a distinct 'Public Security Division' programme code (Chapter 25) with Tk 27,001 crore allocation, and the psd.gov.bd domain remains operational. This record treats PSD as a functional division under MoHA pending any gazette re-establishment. current_head (Monzur Morshed Chowdhury) is Senior Secretary of MoHA, whose remit covers PSD functions; appointed February 24, 2026 on one-year contract under Government Service Act 2018, s.49. IGP Ali Hossain Fakir (appointed February 24, 2026, took charge February 25) was appointed through the same government reshuffle. Budget: Tk 27,001 crore = BDT 270,010,000,000 (1 crore = 10,000,000); source is TBS reporting on MoHA FY2025-26 budget (total Tk 31,039 crore: PSD Tk 27,001 crore + Security Service Division Tk 4,038 crore). PSD's supervised agencies: Bangladesh Police (police.gov.bd), Border Guard Bangladesh (bgb.gov.bd), Bangladesh Coast Guard (coastguard.gov.bd), Bangladesh Ansar and VDP (ansarvdp.gov.bd), NTMC, and ICTBD Investigation Agency. Police Reforms Commission submitted 108 recommendations January 15, 2025; RAB review is ongoing; final Police Ordinance promulgated December 9, 2025 defined Police Commission as statutory body. French capacity-building engagement covers forensic labs (CID), anti-riot troop training, crime investigation, and institutional reform -- approved by MoHA for direct French Embassy meetings with IGP, DG-BGB, DG-Coast Guard, DG-Ansar (March 29, 2026).
