- Legal basis
- The Livestock Research Institute Ordinance, 1984 (Ordinance No. XXVIII of 1984), which established BLRI as an autonomous institution under the Ministry of Fisheries and Livestock; amended by The Bangladesh Livestock Research Institute (Amendment) Act, 1996 (Act No. IX of 1996).
BLRI is in active research and technology-transfer mode under DG Dr. Shakila Faruque: its indigenously developed LSD vaccine (LSD VAC BLRI 2023 Bangladesh 086) was handed to DLS in February 2025 for commercial production, making Bangladesh one of few low-income countries with a locally sequenced and attenuated LSDV vaccine strain (GenBank PP756497.1, published January 2025); BLRI's eight research divisions are conducting ongoing work on dairy cattle breed improvement (BCB-1/Pabna cattle genetic evaluation, crossbred bull semen banking), poultry genetics (sex-discernible layer line, semi-scavenging poultry), and animal genetics conservation (24 farm animal species and breeds, Black Bengal goat heritability programmes); BLRI is co-leading sub-national livestock GHG monitoring under FAO-MoFL climate NDC work, with a November 2025 national validation workshop advancing IPCC Tier 2 emissions accounting for Bangladesh.
Recent activity
- 2026-03-01 other BLRI Transboundary Animal Disease Research Center's live-attenuated LSD vaccine (strain: LSD VAC BLRI 2023 Bangladesh 086, GenBank PP756497.1) remains in active field deployment following its February 2025 formal handover to the Department of Livestock; the vaccine was derived from the Bangladesh LSD-29 isolate through 60 sequential cell-culture passages and demonstrates 99.99% nucleotide identity with the parent strain with a single attenuation-linked serine-to-tyrosine mutation at amino acid position 111 of an early transcription factor protein. ↗↗
- 2025-11-05 policy DG Dr. Shakila Faruque participated as a Special Guest at the FAO-MoFL National Stakeholders Validation Workshop on "Scaling-up Livestock Climate Actions to Enhance NDCs – Phase II" at Hotel Sarina, Dhaka (87 participants); BLRI's sub-national livestock GHG monitoring expansion was highlighted; workshop validated three technical studies: livestock GHG emissions inventories, mitigation technologies, and policy coherence analysis; cattle confirmed as primary emission source; practical GHG mitigation technologies (improved fodder, composting, biogas) estimated to reduce emissions by up to 30 percent while improving productivity. ↗
- 2025-06-14 other DG Dr. Shakila Faruque chaired a daylong workshop titled "Research Planning for Development of Livestock in Barind Region" at Rajabarihat Dairy and Livestock Development Farm, Godagari upazila, Rajshahi; Adviser Farida Akhter (chief guest) called for strengthening BLRI regional centres as livestock research hubs; workshop included farmers' training inauguration on value-added poultry production using improved, hygienic technologies. ↗
- 2025-02-11 policy BLRI formally handed over its indigenously developed lumpy skin disease (LSD) vaccine to the Department of Livestock (DLS) for commercial production and farm-level expansion at a city hotel in Dhaka; the event was organised under the "Zoonosis and Trans-boundary Animal Diseases Prevention and Control Research Project"; a bilateral MoU was signed and a vaccine production manual was unveiled; Adviser Farida Akhter directed stakeholders to prioritise local vaccine development for export after meeting domestic demand; DG Dr. Shakila Faruque and DLS DG Dr. Md. Abu Sufiun attended alongside expert panelists from Bangladesh Agricultural University and the One Health programme. ↗
