- Bangladesh Land Ports Authority Act, 2001 (Act No. 20 of 2001), also known as the Bangladesh Sthala Bandar Kartipaksha Ain, 2001.
Managing a network of 24 declared land ports (20 operational, 4 already closed) under the interim government's policy of privatising underperforming ports and closing those that generate no revenue. Four major ports -- Benapole, Hili, Burimari, and Teknaf -- all resumed operations in the February-April 2026 window after election-related and holiday shutdowns on the Indian and Myanmar sides. Bangladesh-India land-port trade remains subject to intermittent India-side disruptions, with diplomacy ongoing to reopen additional closed corridors.
Recent activity
- 2026-02-14 other Hili Land Port (Dinajpur) resumed full import-export operations on February 14, 2026, following a three-day suspension covering a weekly holiday and the 13th National Parliamentary Election (February 11-13). Trucks carrying corn, spices, and fruits from India re-entered by early afternoon; operations confirmed fully restored by 12:30 pm by Plant Quarantine Officer Md. Yusuf Ali and Customs Superintendent M Zaman. ↗
- 2026-04-06 other Teknaf Land Port resumed trade operations after a prolonged suspension caused by the ongoing conflict in Myanmar. State Minister for Shipping Md. Razib Ahsan announced the reopening following consultations with traders, BGB, Coast Guard, Customs, NBR, and C&F agents. BLPA Chairman Mohammad Manzarul Mannan noted no major current obstacles to import-export operations. The port handles Bangladesh's only direct land trade corridor with Myanmar. ↗
- 2026-04-06 other Burimari and Hili land ports resumed trade with India on April 6 after an eight-day Eid-ul-Fitr holiday shutdown (March 29 to April 5). Burimari had also observed an earlier eleven-day closure (March 17-27) for port maintenance. Post-Eid resumption restored normal bilateral trade flows on both the Burimari-Changrabandha (West Bengal) and Hili-Hilli (West Bengal) corridors. ↗↗
- 2026-04-30 other Benapole-Petrapole Land Port resumed full-scale import-export operations on April 30, 2026, following a four-day suspension (from Sunday April 26 evening through Thursday morning) prompted by West Bengal state assembly elections in India. Benapole Port Director Md. Shamim Hossain confirmed Indian trucks carrying goods entered the port from Thursday morning. Limited crossings for passport holders, perishable goods, and medical emergencies had continued during the closure. ↗
- 2026-01-01 regulation BLPA implemented a 5% annual tariff adjustment across all land ports, effective January 1, 2026, as permitted under an existing regulatory notification provision. At Benapole, the passenger fee rose to Tk 52.27 (from Tk 49.79 in 2025), truck and lorry entry fees increased to Tk 184.70 (from Tk 175.90), and weighing-scale fees were set at Tk 88.65. The revision was signed by Chairman Mohammad Manzarul Mannan. ↗
Provenance & notes
BLPA was established under Act No. 20 of 2001 (the Bangladesh Land Ports Authority Act, 2001) and is also known by its Bangla acronym BSBK (Bangladesh Sthala Bandar Kartipaksha). The authority manages 24 declared land ports; 4 have already been closed by the interim government and 4 more closures are under consideration as of August 2025. Of the remaining operational ports, several (including Hili, Teknaf, Benapole Passenger Terminal) are operated on a build-operate-transfer (BOT) basis through private concessionaires. Head since date is approximate: multiple sources from late 2024 describe Mannan as 'newly appointed' chairman but none give an exact date; 2024-11-01 is a conservative estimate. staff_count omitted: no primary-source figure found across government, trade press, or DUNs directory. annual_budget_bdt omitted: BLPA budget is embedded in Ministry of Shipping ADP allocations and is not disclosed as a standalone figure in accessible public sources. Bholaganj inauguration date: sources cite 'late December 2025' -- BSS News gives December 27, Bangla Mirror gives December 25; the December 25 date (as per Financial Express and BSS Sylhet) is used for the budget_actions entry. Benapole is Bangladesh's largest land port by trade volume (450-500 inbound trucks per day from India); Teknaf is the sole port serving Myanmar trade. All four port-resumption events (Hili February 14, Teknaf/Burimari/Hili April 6, Benapole April 30) are cross-verified from BSS News primary reports.
