Basis: latest observation of each series (measure x qualifier) with observed_on <= as_of; nothing is interpolated. observed_on_basis says whether the source printed the date or it is the fetch date. “published” is what this body publishes, not measures of it. A Place also takes the feed rows keyed to its BBS code (“via”), and the snapshot measures (“snapshot” true) of the layers in “snapshots”: one table row per measure, never summed across rows or sources, never rolled up from upazilas. A year in observed_on counts from its first day; an undated snapshot is served without a date and excluded under as_of (“excluded” says why).
