Marine protection expanded while terrestrial coverage slipped, in one of the world's most densely settled deltas.
Executive Summary. Bangladesh's conservation ledger is moving in opposite directions. World Bank data show terrestrial protected areas at 4.7% of land in 2013, 4.6% in 2020, and 4.2% in 2025. Marine protected areas rose from 1.4% of territorial waters in 2013 to 8.6% in 2025. Meanwhile population density climbed from 409.5 people per square kilometre in 1961 to 1,319.2 in 2023. Coverage is not ecological effectiveness, and changes in an international series can reflect boundary or methodology revisions as well as policy. Still, the divergence identifies a hard problem: Bangladesh must protect ecosystems in a delta where land supports dense settlement, farming, infrastructure, and industry. The answer is not paper parks or exclusion without consent. It is a public protected-area account that distinguishes legal designation from management, measures ecological condition and local rights, and finances corridors and buffer landscapes beyond formal boundaries.
Land protection is small and recently lower

The latest decline should be interpreted carefully. An international indicator can change when boundaries are revised, records improve, categories are reclassified, or the denominator changes. The series alone does not identify which protected landscape was lost or whether ecological condition deteriorated by the same amount. The first response should be reconciliation with the national registry, not a confident story about a specific event.
Even so, the level exposes the scale of the land problem. Formal protection covers a small share of a country where forests, wetlands, rivers, farms, settlements, and infrastructure interlock. Ecological processes do not stop at a park boundary. Wildlife movement, upstream water, sediment, fire, pollution, and human use connect designated areas to the surrounding landscape.
That means a land strategy cannot rely only on adding polygons. Existing protected areas need budgets, staff, monitoring, and legitimate relations with communities. Corridors, ecological restoration, river buffers, and compatible production outside the formal estate may protect more function than an isolated designation with weak management.
Representation matters as much as aggregate area. A system can protect a respectable national share while leaving a rare wetland, migration route, spawning ground, or dry forest without coverage. The registry should classify ecosystems consistently and show which remain underrepresented. That does not mean every unrepresented place must become a strict reserve. It means the state should choose an instrument consciously, whether designation, restoration agreement, seasonal rule, easement, or compatible-use zone.

The direction is encouraging. Bangladesh can designate larger areas when the policy window, legal instrument, and administrative case align. But marine percentage is especially vulnerable to paper protection. A boundary at sea does not by itself control destructive gear, bycatch, vessel access, pollution, shipping risk, or upstream waste. Nor does it compensate fishing communities when restrictions alter livelihoods.
Effective marine protection requires a management objective for each area. Is the purpose breeding habitat, nursery grounds, threatened species, coastal resilience, or recovery from extraction? The answer determines zones, seasons, enforcement, monitoring, and community agreements. A single national percentage cannot reveal whether those elements exist.
The land and marine series should therefore be read together as institutional evidence. Expansion is possible, but coverage can move differently across domains. Bangladesh needs one conservation account that explains every boundary change and reports condition, not only extent.
At sea, surveillance design should follow pressure. Vessel tracking can help with larger boats, while landing-site records, patrol logs, community reports, and ecological sampling may be more informative for smaller craft. Enforcement data should distinguish warnings, seizures, prosecutions, and resolved cases. A high patrol count is not an outcome if damaging activity simply shifts location or season. Ecological monitoring and fishing-community knowledge are needed to test whether rules change the condition they were designed to protect.
Density makes every boundary political
Population density rose from 409.5 people per square kilometre in 1961 to 676.2 in 1980, 1,033.6 in 2000, 1,169.3 in 2010, and 1,319.2 in 2023.

Density does not prove ecological damage. Compact settlement can reduce land conversion per person compared with dispersed growth. Dense cities can support efficient services and transport. The pressure arises when land institutions fail to coordinate competing uses or recognize ecological services.
In a dense delta, protected-area policy cannot pretend that conservation happens on empty land. People may depend on forests, wetlands, fisheries, grazing, transport routes, or seasonal access. Restriction without legitimate participation can transfer costs to households with little power, weaken compliance, and produce conflict that damages conservation itself.
The census matters because it can describe the human geography around protected areas. Aggregate population, livelihoods, housing, services, and mobility can help identify where rules impose costs and where benefits could be shared. Those data should not become a tool for surveillance or displacement. They should support negotiated management, service investment, and livelihood transitions.
Density also raises the value of urban nature and small ecological connections. Riverbanks, canals, wetlands, tree cover, and agricultural mosaics can link larger habitats and protect people from heat and flood. A protected-area account that records only nationally designated polygons will miss much of the delta's working ecological infrastructure.
Land-use decisions outside protected areas should therefore report ecological consequence before approval, not after fragmentation. A road, embankment, industrial site, or settlement expansion can narrow a corridor without entering a protected polygon. Strategic assessment at landscape scale is better suited to cumulative effects than separate project reviews. The protected-area registry can provide the fixed reference, while a wider ecological network layer shows the connections that development decisions must preserve.
The strongest counterargument is that coverage is the wrong metric
The strongest objection is that percentage coverage rewards easy designation rather than ecological results. A large remote marine polygon can raise the national number while enforcement remains weak. A small wetland near a city may deliver more immediate biodiversity and flood value per hectare but barely move the indicator. Terrestrial decline in the WDI series may be a data revision rather than a conservation retreat.
That objection is correct. Coverage should not be the headline measure of success. It is an input: legal space within which management may occur. Condition, connectivity, representation, enforcement, finance, and community outcomes determine whether protection works.
But abandoning coverage would also be a mistake. Extent answers a real question about how much space is subject to a conservation regime. The solution is a layered scorecard. Each area should report legal status, boundary history, habitat condition, key pressures, management actions, budget, staffing, community agreements, and outcome indicators appropriate to its objective.
The scorecard must make revision visible. If the international series falls because of reclassification, the national registry should explain the affected polygons and their current status. If a boundary expands, the registry should show when management, finance, and consultation follow. Transparency prevents both alarmism and celebration without evidence.
Community outcomes belong in that scorecard because unjust protection is rarely durable. The account should record access agreements, compensation where relevant, grievance resolution, participation in management, and livelihood effects. These fields cannot be reduced to one national score, but their absence should be visible. A site that improves habitat by silently transferring costs to vulnerable residents has not solved the public-policy problem.
What would change this conclusion
A checkable test would change the argument: if national ecological monitoring shows that representative habitats are stable or improving, protected areas are connected and financed, community rights are secure, and key pressures are falling despite low terrestrial coverage, then expanding the formal share may not be the priority. The evidence must cover condition and distribution, not only a few flagship sites.
First, reconcile the protected-area registry. Publish every terrestrial and marine polygon, legal instrument, designation date, management category, boundary revision, and link to the international series. Owner: environmental and forest authorities. Success signal: the national total reproduces the reported 4.2% terrestrial and 8.6% marine coverage or explains every difference openly.
Second, report effectiveness area by area. Define ecological and governance indicators suited to each site's objective, with condition, pressure, staffing, finance, enforcement, and community agreement. Owner: each protected-area manager under a common national standard. Success signal: annual records show whether habitat condition and priority species or ecosystem functions improved, remained stable, or declined, with missing data explicit.
Third, finance the landscape between polygons. Protect river buffers, wetlands, corridors, and compatible production zones through local agreements and incentives rather than relying only on exclusion. Owner: land, water, agriculture, fisheries, and local-government agencies working through shared plans. Success signal: connectivity measures improve and participating communities retain or improve livelihood security without involuntary displacement.
A protected delta is not a delta from which people have been removed. It is a place where law, ecology, and livelihood are made compatible enough for protection to persist. Bangladesh's possibility lies in turning coverage from a percentage into a managed public covenant.
That covenant requires evidence strong enough to revise a boundary, change a rule, or admit failure, and institutions trusted enough to act without treating local residents as an afterthought.
