Aquaculture and Fisheries in Bangladesh: Sustaining the Blue Revolution

Bangladesh's fisheries problem is no longer volume; it is defending value and water. The country produced 4.91 million metric tonnes of fish in FY2022-23, with culture fisheries supplying 58.03% (DoF, Yearbook of Fisheries Statistics 2022-23), and ranks fifth in the world for aquaculture output (FAO, SOFIA 2022). Yet frozen shrimp and prawn export revenue fell to $248 million in FY2023-24, the lowest in a decade and down 17% from $300 million the year before (EPB), as Early Mortality Syndrome and stricter EU residue controls bit into a market that still takes about 59% of the country's shrimp. This brief assigns three owner-specific moves to convert volume into durable value: finish pond-to-port traceability to hold the EU shrimp market, price groundwater for intensive ponds, and tie water-efficient retrofit incentives to that charge.
Key findings
- Total fish production reached 4.91 million MT in FY2022-23. The DoF Yearbook of Fisheries Statistics 2022-23 records 4.91 million MT total production: 2.85 million MT culture (58.03%), 1.38 million MT inland capture (28.15%), and 0.68 million MT marine (13.82%). Bangladesh ranks 5th globally for aquaculture output (FAO, SOFIA 2022).
- Hilsa production reached 571,000 MT, a five-year high. The DoF records 571,342 MT of hilsa in FY2022-23, the single highest-producing species at 11.63% of total fish production, up about 92% over 15 years on the back of the 22-day peak-spawning ban and the Meghna estuary closures (DoF, 2023).
- Frozen shrimp export revenue fell to $248 million in FY2023-24, the lowest in a decade. EPB data put frozen shrimp and prawn exports at $248 million in FY2023-24, down 17% from $300.26 million in FY2022-23 and 39% below the $407.25 million of FY2021-22. The fall is driven by Early Mortality Syndrome in the Khulna-Satkhira clusters and stricter EU residue controls. Shrimp remains the country's leading frozen-seafood earner and the most exposed to a single market's rules.
- Intensification is shifting the binding constraint from land to water and biosecurity. Pond aquaculture averages 5.47 t/ha (DoF, 2022-23), well below regional intensive benchmarks, so the next growth comes from yield, not acreage. Greater Mymensingh, about 10% of the country's surface area, already produces roughly 39% of freshwater aquaculture output and leans on groundwater for pond water exchange, while Recirculating Aquaculture System (RAS) adoption stays marginal.
Bangladesh produces 4.91 million MT of fish a year and ranks fifth in the world for aquaculture (DoF Yearbook 2022-23; FAO SOFIA 2022). The volume question is answered. The open questions are whether the country can defend the export value it has, before EU residue rules and disease erode it; whether intensive ponds can keep growing without drawing down the aquifers beneath Mymensingh; and whether the few high-return moves get owners and a sequence. This brief identifies those moves and assigns them.
Production volume is a solved problem; the gap is yield, not land
Total output of 4.91 million MT splits into 2.85 million MT from culture (58.03%), 1.38 million MT from inland capture (28.15%), and 0.68 million MT from marine fisheries (13.82%) (DoF Yearbook of Fisheries Statistics 2022-23). Culture is the engine and the source of essentially all growth.
The binding constraint is productivity per hectare, not available water or land. Average pond aquaculture productivity is 5.47 tonnes per hectare (DoF, 2022-23), well short of intensive regional benchmarks. The deficit is biosecurity, feed quality, and water management, not acreage. Yield, not land, is where the next several million tonnes sit.
Shrimp is the value problem: a shrinking, market-access-gated earner

The exposure is concrete. The EU takes about 59% of Bangladesh's shrimp exports (industry trade data via The Daily Star, 2025), and it polices residues hard: Bangladeshi aquaculture shrimp drew numerous EU Rapid Alert System (RASFF) notifications for nitrofuran metabolites in 2009, triggering a voluntary export suspension and a national residue-control overhaul (peer-reviewed value-chain studies; DoF). Traceability and HACCP systems have since reduced non-compliant samples, but the build is incomplete. Until traceability is verifiable from pond to port, every residue alert delays shipments and erases margin on time-sensitive contracts.
Intensification is now a water problem
Aquaculture's growth has a hidden input bill: water. Greater Mymensingh holds about 10% of the country's surface area but produces roughly 39% of freshwater aquaculture output, and intensive ponds there lean on groundwater for water exchange (WorldFish; ADB freshwater aquaculture case study). Groundwater for ponds is effectively free at the margin, so farmers exchange water rather than recirculate it, in a country that already withdraws about 32 cubic kilometres of groundwater a year, 90% of it for irrigation (Mongabay, 2022).
The low-water alternative exists but is not adopted. Recirculating Aquaculture Systems (RAS) and improved pond designs are flagged as the eco-friendly intensification path in national investment planning, yet adoption stays marginal. The technology gap is a price-and-incentive gap: free groundwater removes the reason to recirculate.
Recommendations
1. DoF and the fish inspection authority: finish pond-to-port traceability before defending the EU shrimp market on price. Complete the HACCP and residue-control rollout already mandated under the national residue plan, prioritizing the Khulna-Satkhira-Bagerhat clusters that feed the EU. Expected effect: fewer EU RASFF residue notifications and shorter port delays. Success signal: zero EU residue-driven consignment rejections from the priority clusters within 18 months, and a defensible claim to the market that takes about 59% of shrimp exports. This protects the $248 million base before any volume push.
2. BWDB and DoF: introduce groundwater abstraction permits or pricing for intensive pond clusters in Greater Mymensingh. Price the groundwater that intensive ponds currently draw for free. A metered abstraction charge changes the marginal economics of water exchange and creates the first real reason to recirculate. Expected effect: slowed aquifer drawdown in the documented stress zones. Success signal: measurable year-on-year reduction in monitored dry-season groundwater abstraction by permitted pond clusters.
3. DoF: tie RAS and water-efficient pond retrofit incentives to the same charge. Recycle abstraction revenue into capital subsidies and credit for RAS and improved-design retrofits. A price signal plus a capital offset is the combination most likely to move adoption off its current marginal base. Expected effect: lower water draw per tonne and a path to lift the 5.47 t/ha pond yield toward regional benchmarks. Success signal: a doubling of RAS and water-efficient retrofit units in the priced zones within three years.
What would change this view
If EPB FY2025-26 data shows shrimp revenue recovering durably above the $407 million FY2021-22 level, the market-access diagnosis weakens and the priority shifts toward volume. If updated groundwater monitoring shows pond abstraction is not materially adding to local aquifer stress, the water-pricing recommendation loses urgency. And if the EU's share of shrimp exports falls well below 59% as exporters diversify to China, the US, and Asia, traceability-for-EU becomes one option among several rather than the first move.
