Bangladesh's Air: Satellite Evidence on Pollution, Health, and Policy

Bangladesh has the most polluted air on Earth, and the cost is national, not cosmetic: ambient and household fine-particle pollution (PM2.5) was linked to about 159,000 premature deaths in 2019, and air pollution alone imposes health and productivity losses equal to 8.3 percent of GDP (Bangladesh National Air Quality Management Plan 2024-2030; World Bank Country Environmental Analysis 2023, base year 2019). Dhaka's annual-average PM2.5 of 80.2 micrograms per cubic metre is 16 times the WHO guideline of 5, the world's second most polluted capital after Delhi (IQAir 2023). The official source apportionment is decisive for policy: within the Greater Dhaka Area, households burning solid fuel (28 percent) and power plants (24 percent) outweigh brick kilns (13 percent), and roughly 21 percent of ambient PM2.5 crosses the border from outside the country. The binding constraint is not diagnosis. It is enforcement, monitoring density, and a financing mechanism.
Key findings
- Dhaka's PM2.5 is 80.2 ug/m3, 16 times WHO's 5 ug/m3 guideline. The IQAir 2023 World Air Quality Report ranks Dhaka the second most polluted capital globally, behind Delhi, and Bangladesh the most polluted country, at a national PM2.5 of 79.9 ug/m3. Even in the monsoon, Dhaka's PM2.5 stays several times the WHO guideline: the wet season reduces, but never resolves, chronic exposure.
- Air pollution costs Bangladesh an estimated 8.3 percent of GDP each year. The World Bank Country Environmental Analysis 2023 (base year 2019) attributes that health and productivity loss to ambient and household air pollution, part of a wider environmental-degradation bill of 17.6 percent of GDP. Air pollution damage exceeds Bangladesh's entire public health expenditure of roughly 0.7 percent of GDP, so the country pays more in pollution damage than it invests in health.

- Households and power plants, not brick kilns, are the largest PM2.5 sources. Of the ambient PM2.5 that originates within the Greater Dhaka Area, the official source apportionment assigns 28 percent to households (mainly biomass cookstoves), 24 percent to power plants, 13 percent to brick kilns, 11 percent to open burning of solid waste, 8 percent to road dust, and 4 percent to road-transport exhaust (National Air Quality Management Plan 2024-2030). More than 7,000 brick kilns operate nationwide, most of them fixed-chimney or partially-converted zigzag kilns (Department of Environment).
Bangladesh's air quality is not a vague grievance but a quantified national emergency. Dhaka's annual-average PM2.5 of 80.2 ug/m3 is 16 times the WHO guideline of 5 ug/m3, the second-worst capital reading in the world after Delhi (IQAir 2023), and Bangladesh is the most polluted country on the planet. The government has already published an official source apportionment that names the dominant sources. The constraint is not knowledge. It is enforcement, monitoring density, and a financing mechanism.
The health and economic bill already exceeds what Bangladesh spends on health
Ambient and household PM2.5 was linked to more than 159,000 premature deaths and 2.5 billion days lived with illness in 2019 (NAQMP 2024-2030, drawing on the IHME Global Burden of Disease). Air-pollution losses of 8.3 percent of GDP sit inside a wider environmental-degradation bill of 17.6 percent of GDP (World Bank CEA 2023). That air-pollution cost alone exceeds Bangladesh's entire public health expenditure of roughly 0.7 percent of GDP: the country pays more in pollution damage than it invests in health. The mortality burden runs through ischemic heart disease, stroke, chronic obstructive pulmonary disease, lower respiratory infection, and lung cancer. The AQLI (University of Chicago, 2025) estimates Dhaka residents could gain 6.9 years of life expectancy, and the average Bangladeshi 5.5 years, if PM2.5 met the WHO guideline. Children and lower-income urban residents bear a disproportionate share, because PM2.5 exposure during developmental windows impairs lung function and cognitive growth, with long-run human-capital effects.
The official source apportionment overturns the brick-kiln-first story
Bangladesh's PM2.5 is not diffuse, and it is not dominated by the source the public most often blames. The government's own apportionment breaks down the ambient PM2.5 that originates within the Greater Dhaka Area as follows (NAQMP 2024-2030):
- Households, about 28 percent. Mainly biomass and solid-fuel cookstoves. This is the single largest within-country source, and the one most often left out of the kiln-and-vehicle debate.
- Power plants, about 24 percent. Including SO2 and NOx emissions; the second-largest source.
- Brick kilns, about 13 percent. More than 7,000 kilns, mostly fixed-chimney or partially-converted zigzag, run from October to April, precisely when winter temperature inversions trap pollutants at ground level. They are a high-leverage target because conversion to cleaner zigzag, Hybrid Hoffman, or vertical-shaft technology delivers large per-kiln abatement, not because they are the biggest source.
- Open burning of solid waste, about 11 percent.
- Road dust, about 8 percent, and road-transport exhaust, about 4 percent. The exhaust share is modest, but the fleet grows fast under a weak Euro 2 standard with no functioning inspection-and-maintenance regime.
Crucially, only about 56 percent of Dhaka's ambient PM2.5 originates within the Greater Dhaka Area at all. Roughly 21 percent crosses the border from outside the country and about 7 percent is natural soil dust (NAQMP 2024-2030), which means domestic action alone cannot reach WHO compliance.
Monitoring is too thin to enforce anything
The Department of Environment operates 16 continuous air monitoring stations and 15 compact continuous stations, 31 in total, across 23 of the country's 64 districts. For a country of more than 170 million people that is structurally inadequate; Delhi alone runs over 40 stations. Without dense, real-time spatial data, enforcement is impossible and accountability is absent. Sentinel-5P satellite composites confirm the Dhaka-Narayanganj-Gazipur industrial triangle as a continuous band of elevated NO2, and confirm winter as the worst exposure window, but satellite trace-gas readings cannot substitute for ground PM2.5 measurement at district scale.
Recommendations
- Department of Environment plus Ministry of Power should treat household and power-plant emissions as the primary front, not an afterthought. Together these are 52 percent of within-GDA PM2.5, far above brick kilns. Target the household share with a time-bound clean-cookstove and LPG-access programme for the lowest-income quintile, and tighten and enforce SO2/NOx limits on power plants. Expected effect: it attacks the two largest sources the current debate under-weights. Success signal: measurable reduction in winter PM2.5 at DoE stations in the Greater Dhaka Area within three monitoring seasons.
- Department of Environment plus Bangladesh Bank should finance and enforce the fixed-chimney brick-kiln phase-out recommended by the Centre for Policy Dialogue and the Planning Commission. Pair a mandatory conversion deadline for fixed-chimney kilns with a Bangladesh Bank refinancing facility at subsidized interest, funded by a per-brick emission surcharge on non-compliant kilns. Expected effect: it converts a 13 percent source at high per-kiln abatement. Success signal: share of fixed-chimney kilns falling each brick season, verified against DoE kiln registration data.
- Ministry of Road Transport and Bridges should move vehicle standards beyond Euro 2 and stand up a working inspection-and-emission-certification regime. Mandate low-sulfur fuel in parallel. Expected effect: it caps a fast-growing source before the fleet locks in. Success signal: a functioning, audited vehicle-emission test passing a published share of the fleet each year.
- Department of Environment should at least triple the monitoring network from 31 to roughly 100 stations within three years. Deploy low-cost sensor networks at all district headquarters, fuse ground readings with Sentinel-5P data for daily district AQI, and publish everything in real time. Expected effect: enforcement and public accountability become possible for the first time. Success signal: every district reporting a public daily PM2.5 figure.
- Ministry of Foreign Affairs should open a bilateral transboundary air-quality track with India. Roughly 21 percent of Dhaka's ambient PM2.5 is imported, concentrated in the October-November crop-residue-burning season; establish shared monitoring and data exchange. Expected effect: it addresses the imported share domestic policy cannot reach. Success signal: a signed data-sharing protocol and a joint winter-season monitoring report.
What would change this view
The source apportionment is central to the sequencing above. It comes from the NAQMP 2024-2030 modeling for the Greater Dhaka Area; a sustained multi-year ground-monitoring series with dense local source apportionment could revise the shares and reorder the interventions. If denser data showed the household or power-plant share materially smaller, or the brick-kiln share materially larger, the priority order would shift. And if transboundary transport proves a larger fraction of winter PM2.5 than the current 21 percent estimate, the ceiling on what domestic action alone can achieve would be lower, raising the priority of the bilateral track.

Data and methodology
Atmospheric data are drawn from ESA Copernicus Sentinel-5P TROPOMI Level-2 products (NO2, SO2, CO, aerosol index) at 3.5 x 5.5 km nadir resolution. City-level averages are computed over ten administrative divisions for the twelve-month period ending December 2024, filtering cloud-fraction above 0.3. Sentinel-5P measures trace gases and aerosol, not PM2.5 directly; ground-level PM2.5 figures are sourced from the IQAir 2023 World Air Quality Report and the Department of Environment continuous-monitoring network. Source apportionment, the death toll, and the brick-kiln, power-plant, and household shares follow the Bangladesh National Air Quality Management Plan 2024-2030. Health-burden and economic-cost estimates follow the Global Burden of Disease methodology (IHME, University of Washington) as reported in the World Bank Country Environmental Analysis 2023.
