The rules were rewritten faster than the machine that runs them was changed, and the thirteenth parliament now owns the conversion
Chapter 12 measured the 2024 transition on the indices and found the accountability half corrected and the capacity half intact. This chapter opens the machine behind those indices and asks who runs the state, what they are paid and motivated by, who finances the politics that commands them, and what an elected parliament now owns. The thesis is that the interim period was a rule writing government and the elected period is a rule running government, the two jobs draw on partly incompatible capacities, and the decade's political economy is decided by the rate at which the thirteenth Jatiya Sangsad converts ordinance based reform into acts and administrative routine. The franchise is intact and the electoral machinery that suppressed it is being rebuilt in operation: the V-Dem national free and fair elections index sat at 0.160 in 2022 while the local elections component recovered from 0.176 in 2014 to 0.292 by 2018, and a thirteenth parliament was elected in early 2026 under security arrangements the police describe as among the most peaceful in the country's history [VDem 2022] [Police HQ 2026]. The administrative machine beneath is unchanged: officers who rank job security at 9.08 of 10 as their reason for joining [BPATC 2024], a pay bill that took 29.0 percent of central government expense at its 2017 peak [WB WDI 2026], and a police leadership that admits seventeen years of political influence [Police HQ 2026]. Petty corruption in the enterprise economy fell by more than half across three survey waves while the connected lending stock chapter 06 documents built to the 30.6 percent classified ratio [WB ES 2022] [BB NPL 2026], the single most important fact here: the machine did not run on small bribes, it ran on the balance sheet, and the balance sheet is where a new incumbency gets reattached.
Where Bangladesh stands: an intact franchise, a contested electoral settlement, and a civil service measured by one survey
The electoral record has a floor and a ceiling. The floor is the franchise: V-Dem's suffrage component is 1.0 in every reading held here, universal adult suffrage was never the problem [VDem 2022]. The national free and fair elections index ran 0.444 in 2010, 0.161 in 2014, 0.137 in 2018 and 0.160 in 2022, almost two thirds of it gone before the uprising [VDem 2022]. Freedom House's 2024 edition scores the electoral process pillar 4 of 12, joint lowest political rights pillar with functioning of government, inside a total of 40 of 100 [Freedom House 2024]. The deepening fact is the divergence inside the system: the local elections component fell with the national one to 0.176 in 2014, then recovered to 0.292 in 2018 and 0.274 in 2022 while the national component stayed below 0.17 [VDem 2022]. Union parishad, upazila and city corporation contests stayed genuinely contested because the dominance machine controlled their stakes; that participation is the reserve the post 2024 settlement drew on.
The 2026 settlement is the newest fact and the thinnest documented. The thirteenth Jatiya Sangsad has been elected: the Election Commission's gazette of 8 April 2026, issued under Article 65(3) of the constitution and the Jatiya Sangsad (Reserved Women Seats) Election Act 2004, schedules the election of the new parliament's 50 reserved seats, nominations closing 21 April 2026 and polling on 12 May 2026, and copies it to the principal secretary to the prime minister, which places a prime minister in office by that date [EC 2026]. The general election therefore took place in the first quarter of 2026, but the sources available to this chapter hold two readings of its date: the inspector general's Police Week message puts the polling the force secured on 12 January 2026, and the home minister's message in the same publication refers to a February 2026 national election, so the exact polling date could not be confirmed here and the Election Commission's schedule gazette is the resolving source [Police HQ 2026]. Turnout and seat counts likewise could not be confirmed; what is documented is the force's description of the poll as participatory and among the most peaceful in the country's history, after its Devil Hunt operation to recover weapons looted from thanas during the uprising [Police HQ 2026].
The state's personnel numbers come in fragments. The largest workforce reading here is the 2013 Economic Census: 503,464 persons engaged in public administration establishments, 3.08 percent of the 16,323,000 persons engaged across all establishments [BBS EconCensus 2013]. No payroll series exists, so the civil service's size in the 2020s could not be confirmed and the Ministry of Public Administration is the resolving source. What exists is the motivation survey: 1,081 officers across 24 named Bangladesh Civil Service cadres, 26.55 percent female, mean age 33.56 years, with an administration cadre subsample of 450 officers at 27.56 percent female and mean age 36.65 years [BPATC 2024]. Asked what drew them to the service, the officers score an entry process free of corruption at 9.38 of 10 and job security at 9.08 of 10; on the 7 point public service motivation scale they score public interest commitment 6.56 and attraction to policymaking 6.12 [BPATC 2024]. The profile is a service that selects for security and clean entry and then runs on rules it did not write.
The pay bill is the one financial series the machine publishes. Compensation of employees took 21.3 percent of central government expense in 2010, rose through 25.2 percent in 2016 to a 29.0 percent peak in 2017, the first full year of the 2015 pay scale, and fell back to 20.3 percent by 2021, the series end, while goods and services took 13.5 and 14.8 percent across the same endpoints [WB WDI 2026]. No successor commission's terms are available in the sources this chapter draws on, and the pay band beyond 2021 could not be confirmed, the Finance Division being the resolving source.
The police record is the newest capacity series in this research base and carries its own measurement warning. Recorded crime fell from 204,230 cases in calendar 2022 to 195,436 in 2023 and 172,005 in 2024, a fall of 15.8 percent over two years, while recorded murders ran 3,126, 3,023 and 3,432 across the same years, a rise of 13.5 percent in the transition year [Police HQ 2026]. In 2025 the headquarters moved to monthly publication, and the eleven months February to December 2025 total 167,165 cases, a monthly average of 15,197 against 14,334 in 2024, up 6.0 percent, with murders averaging 317.5 a month against 286.0, up 11.0 percent; the January 2025 file is unreadable, so this covers eleven months [Police HQ 2026]. The supplement itself cuts against reading the rise as pure deterioration: from 25 September 2025 every thana and 24 railway police stations take complaints online, and the force states that crimes routinely went unrecorded before, so part of the rise is the unblocking of the reporting channel [Police HQ 2026]. A capacity indicator that moves when measurement improves is chapter 53's problem too, which is why the thresholds below sit on multi month averages.
Mechanism: four machines, and the balance sheet is the one that financed the politics
The financing circuit explains why petty corruption could fall while the state was being captured. The Enterprise Surveys, which measure what an ordinary firm meets, record bribery incidence falling from 60.35 percent of firms in 2007 to 47.70 percent in 2013 and 22.99 percent in 2022; informal payments to public officials from 85.08 to 48.49 to 30.68 percent across the same waves; and the share of firms expecting to give gifts in meetings with tax officials from 54.37 to 41.01 to 19.34 percent [WB ES 2022]. Administrative friction eased with them: customs clearance fell from 8.42 to 6.67 days across 2007 to 2022 [WB ES 2022]. Over the same fifteen years the Corruption Perceptions score went nowhere, 26 of 100 in 2012 and 23 in 2024 [TI CPI 2024]. The paradox resolves because the machine migrated: what the dominance economy extracted at the counter in the 2000s it extracted through the banks by the 2010s, the related party lending story chapter 06 documents from the 30.6 percent classified ratio [BB NPL 2026] back through the supervisory amnesty record [BB AR 2024, annual report FY24, Table 5.03(a)]. The statutory response on the books is chapter 06's inheritance: the Bank Company (Amendment) Act 2023 defined wilful defaulters, capped family board membership at three and widened inspection powers [BB AR 2024, annual report FY24, Chapter 5]. The enforcement side is the Anti-Corruption Commission's asset docket: of 1,862 asset enquiries running in 2024, 502 opened that year and 1,360 carried over, the Commission completed 352 and filed 236 cases from them, while its 195 money laundering enquiries produced 16 completions and 13 cases sent to litigation [ACC 2025]. A machine completing a fifth of its docket in a year is the test of whether the nexus is unwinding or being photographed, and the conviction rate's fall to 48.17 percent in 2024 from 67.13 percent in 2023 shows the docket absorbing cases faster than courts convert them [ACC 2025].
The administrative machine's operating principle is discretion over posting and promotion. The cadre rules that structure the general cadres date to 1980, S.R.O. 286-L/80 with its amendments, and make every cadre post a government variable rather than a rule bound entitlement [MoF Cadre 1980]. The motivation scores above are the demand side of that design: a service that prizes security is a service that can be managed through insecurity, and transfer posting discretion was the everyday currency with which the dominance machine purchased compliance [BPATC 2024]. The performance instrument, the Cabinet Division's Annual Performance Agreement system since FY16 [Cabinet Division APA 2017], evaluates ministries against their own annual commitments; the evaluation files here are scheduling notices and templates, so its scored results could not be confirmed, with the Cabinet Division the resolving source, and the MoPA self evaluation of FY24 available to this chapter runs at the level of meeting counts and training sessions rather than outcome measures [Cabinet Division APA 2024]. The police are the case study in what politicisation costs: the supplement concedes seventeen years under political influence and lists as reforms online general diaries, published crime statistics and the weapon recovery operation [Police HQ 2026], service delivery and transparency measures that leave the promotion and posting chain that made the force pliable untouched, and the Police Reform Commission's proposals, whose status could not be confirmed from the sources this chapter draws on, are the instrument that would reach it.
The rule writing wave is the transition's clearest output, and chapters 04 to 06 already carry its instruments. The Public Procurement (Amendment) Ordinance 2025 and the Public Procurement Rules 2025 took effect together on 28 September 2025 with 154 rules and 21 schedules, a mandatory e-procurement platform, beneficial owner disclosure of contract awards and a debarment board [BPPA 2025]. The revenue board was split into policy and management divisions, chapter 04's administration mechanism. The exchange rate was floated and the lending cap abolished, chapter 05's regime break. The bank classification reset repriced the loan book, chapter 06's 30.6 percent. The interim cabinet's reform commissions on the constitution, the electoral system, the police, public administration, the judiciary and the anti-corruption apparatus submitted through 2025, and the sequence and adoption status of each could not be confirmed from the sources this chapter draws on, the Cabinet Division being the resolving source. The conversion problem is parliamentary: ordinances carry the force of law for a bounded period, and an act of the thirteenth parliament is the only instrument that makes them permanent. Chapter 12's GSP+ compliance calendar [EU GSP 2023] is the external deadline that makes conversion worth pricing: the 27 conventions are audited against a trade preference with a 2029 window the transition timetable targets, and the audit runs on the acts, not the ordinances.
The fourth machine is measurement, and the transition improved it faster than it improved the thing measured. The crime series above now publishes monthly and admits its own past under recording [Police HQ 2026]. The national accounts were rebased and the CPI basket updated during the transition, chapters 01 and 05's caveats. The audit chain still stalls at sanction: recoveries and adjustments of 10,537.28 crore BDT in FY22 against 642.36 crore BDT settled through the parliamentary committee, chapter 12's mechanism unchanged [CAG 2022]. Measurement is the cheapest capacity to buy and the first bought; what it cannot do is execute, which is why the CPIA cluster ratings remain the honest read on the machine: quality of public administration 3.0 of 6 in 2010 and 2.5 in 2024 after a 2.0 floor across 2020 to 2022, efficiency of revenue mobilization 3.0 to 2.0, macroeconomic management 4.0 to 3.0, financial sector 3.5 to 2.5, structural policies 3.33 to 2.83, transparency 3.0 to 2.5, with property rights the one rating that recovered, 2.5 in the mid 2010s to 3.0 in the last two assessments [WB CPIA 2024]. The state got worse at executing and better at measuring the getting worse.
The decade ahead: three clocks, and the parliament owns only one of them
The ratification clock is the parliament's and runs fastest. The instruments in force by ordinance, the procurement package first, need act based confirmation inside the window ordinances allow, and the revealing arithmetic is bills tabled from the transition package and the share passed within two years of the house's first session. The central bank law chapter 05 names as the regime's keystone, the electoral law changes any commission report proposes, and the local government act chapter 49 will need are all on the same clock; none of their texts is available in the sources this chapter draws on and each could not be confirmed here, the Ministry of Law and the Parliament Secretariat being the resolving sources. The fiscal stakes are chapter 04's: the IMF programme's reviews anchor revenue mobilisation and ADP execution, the programme's review level quantitative targets could not be confirmed from the sources this chapter draws on [IMF Art IV 2025], and a parliament that lets the revenue reform lapse loses the anchor with it.
The electoral cycle clock is the Election Commission's. The reserved seats polling of 12 May 2026 [EC 2026] completes the thirteenth parliament's composition; the next general election sits at the end of the five year term the constitutional timetable targets, and the V-Dem update covering the 2026 to 2027 cycle is the first independent read on whether the early 2026 election moves the national free and fair index off 0.160 [VDem 2022]. The mechanism that built the last dominance machine was repetition: one non competitive cycle retools the commissions, the second funds the coalition, the third is not worth contesting. The counter mechanism is the same one chapter 12's voice and accountability percentile records: the cost of manipulation rose sharply in 2024, and the local elections index shows competition surviving even inside dominance [VDem 2022].
The administrative clock runs slowest and belongs to no single author. The public administration reform commission's proposals on recruitment, promotion and accountability, not confirmed above, target exactly the discretion the motivation survey prices; the pay commission question targets the pay bill's 29.0 percent of expense peak [WB WDI 2026]; the police reform question targets the promotion chain the supplement concedes was politicised for seventeen years [Police HQ 2026]. Chapter 12's scenario settings carry over with one personnel condition added: the reform scenario the chapter 15 scenarios assume requires the CPIA public administration rating back at 3.0 or better in the assessment the early 2030s window targets [WB CPIA 2024], the baseline holds if the ratings merely stop falling, and the stall scenario is the machine reattaching to the new incumbency, whose leading indicator is not any commission's fate but the classified loan ratio chapter 06 tracks.
Reattachment, decay and underreach are the risks; repetition, auditing and the personnel dividend are the upside
Risks. First, reattachment: the financing machine rebuilds around the new coalition, with the Enterprise Survey readings, at 22.99 percent bribery incidence in 2022 [WB ES 2022], the wrong instrument to catch it, and the revealing indicators the classified loan ratio above 30.6 percent again [BB NPL 2026], the ACC asset enquiry completion share falling from 352 of 1,862 [ACC 2025], and the debarment board created by the procurement rules going unused [BPPA 2025]. Second, ordinance decay: the transition's instruments lapse or are replaced by weaker acts, the revealing indicator the ratification arithmetic of the thirteenth parliament's first two years, with the procurement package's beneficial owner disclosure the specific clause whose survival to watch [BPPA 2025]. Third, transition underreach: a police force rebuilt in image but not in incentives, recorded crime compounding above the 2025 monthly average of 15,197 cases with murders above 317.5 a month [Police HQ 2026], and the government effectiveness percentile, 39.3 for 2024 [WB WGI 2024], sliding while the state absorbs a banking cleanup, a graduation year and an energy bill at chapter 04's margin.
Upside. First, electoral repetition: a second consecutive competitive national cycle, visible in the V-Dem national and local indices converging above 0.4 [VDem 2022], makes manipulation the expensive strategy rather than the default, and the revealing indicator is each index update against the 2026 baseline. Second, the external audit infrastructure: e-procurement with beneficial owner disclosure and a debarment board [BPPA 2025], the GSP+ monitoring cycle's 27 conventions [EU GSP 2023], the IMF programme reviews [IMF Art IV 2025] and the ACC's asset docket [ACC 2025] form an audit lattice that does not depend on domestic political will, and the revealing indicator is the first EU monitoring report against the window chapter 02 targets. Third, the personnel dividend: the same survey that shows the service's 9.08 of 10 security preference shows its 9.38 of 10 preference for clean entry [BPATC 2024], so a rule bound posting regime works with the service's revealed preferences rather than against them, and the revealing indicator is the CPIA public administration rating crossing 3.0, the level the 2010 state actually held [WB CPIA 2024].
What to watch: five indicators whose thresholds mark the regime
- V-Dem free and fair elections index, national and local components. Current values 0.160 national and 0.274 local in 2022, the last reading held here [VDem 2022]. Threshold: the national component above 0.45 in the update covering the 2026 to 2027 electoral cycle targets confirms the accountability regime change; the local component falling below 0.2 is the machine reasserting at the base where it historically tolerated competition.
- Recorded crime per month. Current values: 2024 average 14,334 cases per month, February to December 2025 average 15,197, with murders at 286.0 and 317.5 a month across the same spans [Police HQ 2026]. Threshold: a multi month fall below 13,000 cases and 250 murders a month with the online reporting channel running is the consolidation mark; a rise past 17,000 cases and 350 murders a month is the post transition disorder regime this chapter's stall setting assumes.
- ACC asset enquiry completion share. Current value 352 completions of 1,862 running enquiries in 2024, 18.9 percent, with 236 cases filed [ACC 2025]. Threshold: a completion share above 40 percent with Special Court convictions in the recovered asset cases is the enforcement machine biting the nexus; case filings falling back into the 347 to 406 band of 2019 to 2023 [ACC 2024] is the steady state reasserting itself.
- CPIA quality of public administration rating. Current value 2.5 of 6 in the 2024 assessment, after a 2.0 floor across 2020 to 2022 [WB CPIA 2024]. Threshold: 3.0 or better by the assessment the early 2030s window targets is the capacity regime change chapter 12's reform scenario assumes; a return to 2.0 is the slide that stalls the decade.
- Ratification of the transition instruments. Current status: the procurement ordinance and rules in force since 28 September 2025 [BPPA 2025], the bank resolution framework in force since 31 March 2025 [BB AR 2024, annual report FY24, Box 5.02], the count of transition ordinances awaiting act based confirmation not established, the Cabinet Division and Parliament Secretariat being the resolving sources.
